Overview

The Work

The Project Manager plays a pivotal role in supporting agile software development and business transformation initiatives. The incumbent is responsible for engaging with end users and stakeholders to capture, document, and manage software requirements in alignment with organizational objectives. This role involves facilitating meetings, recording detailed notes, tracking actionable items, and ensuring all requirements are accurately entered and maintained within electronic tracking systems.

The Project Manager will have a robust background in information technology, software development, and preferably consulting. This role is expected to manage scope and budget considerations while upholding the highest standards of quality and security. Leveraging subject matter expertise, the incumbent will contribute to strategic planning, execution, and oversight of complex IT projects, ensuring optimal outcomes for the organization.

Responsibilities

Key Responsibilities
  • Identifies and analyzes business needs, conducts business & technical requirements gathering, defines scope and objectives through a variety of techniques such as work sessions and interviews.
  • Analyzes and documents complex business requirements and processes; communicates these requirements to appropriate parties (mainly the development team and the business owners).
  • Coordinates, facilitates, and leads meetings with clients to gather and document requirements, or explore potential solutions.
  • Participates in technical reviews and inspections to verify 'intent of change' is carried out through the entire project.
  • Creates complex test case scenarios to be used in testing; conducts/monitors/oversee/documents the testing of business applications to verify that all client requirements are incorporated into the system design.
  • Provides expertise on continuous process improvement strategies, organizational redesign, change management projects, and performance measures for basic business process engagements.


  • Facilitate regular progress meetings, and updates to varying departments.
  • Generate and deliver transition status updates to program management and client.
  • Use quantitative analysis methodology to perform data, cost and benefit, and/or process measurement analysis.
  • Research industry trends for application of process improvement techniques and best practices.
  • Partners with business process owners and management on strategic initiatives.

Qualifications

Qualifications - Here's What You Need
  • Bachelor's degree in Computer Science, Information Systems, Technology, or a related field, with a strong foundation in IT principles and practices.
  • At least 2 years of proven experience in IT business analysis, including Networking-related projects.
  • Demonstrated expertise in documenting requirements, working under Agile processes and tools (e.g., MS Project, JIRA).
  • Secret Security Clearance, with the ability to obtain SCI access as required.
  • Must be able to pass a background check. May require additional background checks as required by projects and/or clients at any time during employment.

Minimum Skills:
  • Exceptional interpersonal skills with the ability to communicate in a clear, professional, and articulate manner.
  • Exceptional verbal and written communication skills.
  • Excellent organizational, analytical, and problem-solving skills with high-level attention to detail.
  • Proven ability to multitask and prioritize in a fast past environment with changing priorities; adaptable to change and a quick learner.
  • Must be self-motivated and able to work well independently as well as on a multi-functional team.
  • Ability to handle sensitive and confidential information appropriately
  • Proficient in MS Office, Word, Outlook, PowerPoint, and Excel.
  • Exceptional analytical skills, with a track record of motivating teams to achieve excellence.

Preferred Qualifications:
  • Consulting background with a Consulting-focused company
  • Certification as a Project Management Professional (PMP) or equivalent a plus
  • Prior experience on software projects within DoS, National Security or other federal agencies, with a deep understanding of their unique operational environments and challenges.
  • Familiarity with the specific IT systems, protocols, and security measures employed by DoS.
  • Outstanding problem-solving, analytical, and decision-making skills, with a proven ability to navigate complex situations and deliver results.
  • Experience in computer science/technology or related field.

Working Conditions
  • Professional office environment, with the ability to work onsite in the main office.
  • Must be physically and mentally able to perform duties extended periods of time.
  • Ability to use a computer and other office productivity tools with sufficient speed to meet the demands of this position.
  • Must be able to establish a productive and professional workspace.
  • Must be able to sit for long periods of time looking at computer screen.
  • May be asked to work a flexible schedule which may include holidays.
  • May be asked to travel for business or professional development purposes.
  • May be asked to work hours outside of normal business hours.

Pay Range

USD $120,000.00 - USD $135,000.00 /Yr.
