Description :

Why is this position open:This is a new position to support the implementation and operation of theCerner Millennium Electronic Health Record (EHR) in all DPH health departmentlocations throughout the state.  

DPH is implementing a vendorhosted EHR from Oracle Cerner. The support of this EHR will be shared betweenOracle Cerner AMS/MSD teams, DPH Office of Information Technology (OIT) and theDivision of Community Health Services (CHS). AMS/MSD will provide a definedlevel of support.

 

OIT and CHS will beresponsible for supporting the remaining features of the EHR environment. Thesefeatures include new Custom Reports/CCL & Report/CCL Alterations, ReportDesign, new MPages, validation of Service Packages, management of Printers andRRD Hardware, end user training, new user accounts, interface issues outside ofthe Cerner feed and workflow changes. Assistance with implementation of newpharmacy module.

 

These positions provideapplication technology expertise and direction in the applicationsupport/development/implementation of highly complex enterprise-wide crossfunctional programs or projects for the Cerner application. May lead toresolution of highly complex problems. May occasionally work on projects,engaged in enterprise-wide projects as a team member or as a team leader. Actsas subject matter expert for multiple areas. Leads a cross functional team totroubleshoot highly complex hardware, software, and system problems. Thisposition will be a part of the team responsible for supporting these newsolutions and day-to-day operations of the EHR.

Candidates should beself-motivated, team-oriented, work under limited supervision, and respond topriority tasks as needed.

 

DAILY DUTIES /RESPONSIBILITIES:

Specific duties andresponsibilities will include but are not limited to the following

•                Serve as CernerAnalyst for PowerChart implementation providing system optimization, testing,and validation.

•                Complete CernerPowerChart build including PowerNote, PowerForm, PowerPlan, ESH, and DynamicDocs.

•                Provide knowledgeand understanding of DCWs, maintenance, and Discern rules writing for specificCerner Solution.

•                Collaborate withClinical Analysts on current and future state workflows and projectdocumentation. Study and learn system capabilities assigned.

•                Responsible fordelivering or leading the design, development, support, maintenance deploymentof functional applications as well as information support processes.

•                Lead resolutionof highly complex issues or requests that need a technical expert for specificsolution sets. Typically involved in problem management activities whichinclude performing diagnosis, troubleshooting and critical thinking to solve orfulfill needs of medium and high complexity; utilizing knowledge management andescalate issues when necessary.

•                Always followsappropriate change control process

•                Responsible forcompleting tasks and associated documentation within committed timeframes andeffectively communicate across teams and all levels of management.

•                Lead technicalanalysis discussions, deliver supporting artifacts and assist with conductingreview sessions for all necessary approvals.

•                Develops,maintains and is a reviewer of knowledge management artifacts and leadstransition to operations functions following implementation delivery.

•                Receivesnecessary information and training of applications during the implementation ofnew solutions, upgrades, fixes.

Leads product releasemanagement functions which may include developing test plans, perform testplans, facilitate end user for end user acceptance testing and may developapplication validation scripts for ongoing  

•                operations team.

•                Troubleshoots FSIissues, ESI& ESO issues, linkage of new orders to bi-directional interface.

•                Provides guidanceand training and problem-solving assistance to other team members andoperational support teams.

•                Leads efforts oncontinuous process improvement activities to ultimately improve customersatisfaction experience. Work with Information Technology staff to learntechnical functionality and IT Security Standards and practices.

•                Work with ProgramArea System Owners to learn their business functions and needs.

•                Mapping log ofcurrent interfaces in use.

•                Assist staff inresolving system-related problems.

•                Assist withSystem user account permissions and security.

•                Provide andassist with system user training when onboarding new staff as well asindividual training.

•                Attend andprovide program area support during scheduled EHR events as needed.

•                Create and maintain supporting system andtraining documentation.

•                Maintain SharePoint content associated withsystem collaboration sites.

•                Document andcreate technical reports by collecting, analyzing, and summarizing informationand trends as well as system effectiveness.

•                Monitor andIdentify system data quality issues and work to improve data accuracy.

•                Reviews andmonitoring usage reports.

•                Assist with thesystem software life cycle process.

•                Coordinate andassist with system testing and production validation.

•                Work with ProgramArea and IT to present key information for improvements.

•                Maintain systemprotocols by writing and updating procedures.

2.              5+ Years of Experience with as an IT Systems Analyst

3.              5+ Years of Experience with HL7 Language

6.              5+ Years of Experience with Compiling Reports
