Technical Lead – Network Administration (Onsite)
Our client, a leading Pacific Northwest utility provider committed to public service and environmental preservation, is looking for a Technical Lead – Network Administration for their Vancouver, WA location. This position will work within the Control Center Communications Operations Group of Operation Technology. The position will support Systems Operations and Maintenance, and related projects as well as supporting the design, implementation, and maintenance of mission critical local and wide area networks distributed across the Pacific Northwest, including monitoring and management systems required for ongoing support. This position will also be a technical lead of contractors with manager oversight. The ideal candidate will have the ability to lead, facilitate and participate effectively in a team environment and effectively manage multiple work assignments and changing priorities. Work under pressure with shifting priorities and multiple simultaneous assignments. Efficiently prioritize work to meet critical deadlines while maintaining a professional demeanor and assure strict attention to detail and accuracy. Work independently and be self-motivated with minimal verbal or written instructions and be able to apply time management skills. Excellent oral and written communications skills. Good customer service skills, including understanding processes for customer needs assessment, meeting quality standards for service and evaluation of customer satisfaction.

Key Responsibilities for Technical Lead – Network Administration:
- Use professional level skills/ knowledge to perform system administration of Control Center systems. Tasks include the following: Configuring applicable software and systems, maintaining local documentation, installing/updating/removing software, vulnerability and patch management, applying change control processes and procedures, planning, and preparing for future growth, troubleshooting, and resolving technical issues, and performing system-related training.
- Support System Operations and project tasks primarily focusing on SolarWinds server administration.
- Script for changes that affect multiple devices, up to all devices on the network, database maintenance and changes.
- Manage modules to gather more accurate information from the devices interface Utilization, response times, CPU/memory load. Troubleshoot, routing issues, including multicast routing, down nodes and ports, alerts, critical and warning events.
- Support System Operations and project tasks focusing on Cisco CSPC (Common Services Platform Collector).
- Maintain and utilize CSPC for the PSC side, analyze Cisco’s recommendations, make recommendations for new versions based on information gathered.
- Support System Operations with project tasks focusing on the Ciena, NGT and TMAM management tools.
- Configure and test network configurations, scripting for data collection or configuration changes, experience with scripting/programing is required to support PSC management tools.
- Collaborate with Planning, Design, Construction, and field maintenance organizations to address O&M issues.
- Assist in system design and issues of telecommunications backbone with a focus on packet Ethernet, MPLS and WAN with mission critical reliability requirements. This will include the infrastructure support systems. Tasks include documenting architectural designs using Visio, evaluating systems design with a FISMA/NERC CIP perspective, and working with diverse teams to complete schedule driven targets.
- Assist Engineering Department with Network logical design, configuration generation, and device provisioning.
- Assist TTCO Lead Engineer and Information System Security Officers in roll-out of all Network Security projects.
- Assist Control Center/Field Craftsmen/Engineers in all Network Integration tasks and in troubleshooting alarms related to the Telecommunication fault/performance management systems.
- Assist Control Center Craftsmen/Engineers in managing Authentication Authorization & Accounting (AAA) Systems - RSA One-Time Password Authentication Appliance, Cisco Secure Access Control Server (CSACS), and Cisco Identity Services Engine (ISE).
- Analyze information and use logic to address work related issues and problems, with understanding of impact on current and future programs and processes.
- Test and draft procedures to publish for compliance and telecom operations. Tasks include working on FISMA/NERC CIP documents related to devices used on the telecom Ethernet backbone and end points.
- Report all assigned projects and O&M status updates to the Manager/ Technical Leads, and report when job assignments are complete. Tasks include workload tracking, producing diagram drawings of completed work, and workload balancing.
- Represent System Operations in Technical Work Groups as tasks are assigned by active participating in team meetings within organizations to ensure that operational standards are understood by communicating results of meetings to operational staff.
Requirements/Qualifications for Technical Lead – Network Administration:
- A degree in Computer Science, Information Technology, Electronics, Telecommunications Engineering is preferred.
- 8 years of experience is required with an applicable Associate’s or Bachelor’s degree.
- 10 years of experience is required without an applicable degree, or no degree.
- Experience must include directly related IT infrastructure administration experience.
- Applicable Certifications may count for 1 year of experience.
- 3 years’ experience successfully performing IT administration and troubleshooting.
- This position requires 5 years of expert skill in applying:
- Telecom/Network systems administrative principles and concepts.
- Active participation with technical team coordination.
- Technical evaluation and evaluation process of control system technologies.
