About the role

The CMS Fee-for-Service Data Collection System (FFSDCS) is the mission system through which the Centers for Medicare & Medicaid Services collects statutorily mandated data from drug manufacturers, clinical laboratories, ground ambulance organizations and hospitals. You will design and build the submission, certification and help-desk-facing interfaces those organizations use.

The measure of success here is unusually concrete: every design decision either reduces rejected submissions and help-desk volume during a high-stakes collection window, or it does not. Accessibility is not a checkbox at the end ? it is a delivery requirement on every user-facing change.

Scale and context

  • Four statutory collections: Average Sales Price, Clinical Laboratory Fee Schedule, Ground Ambulance, and Off-Campus Hospital Outpatient acquisition data
  • Approximately 17,800 registered reporting users across those collections
  • High Value Asset, FISMA Moderate application in the CMS Cloud (AWS GovCloud)
  • ReactJS front end against Java/Spring Boot microservices, Amazon Aurora, Kubernetes
  • Government Design System and the CMS-licensed KendoUI component library
  • Two-week sprints with production releases multiple times per month

Location and schedule

Hybrid role. Baltimore, Maryland area strongly preferred for proximity to the CMS Woodlawn campus. Eastern Time core hours in support of a Monday to Friday, 9:00 AM to 6:00 PM ET service window. All work is performed within the United States.

What you will do

  • Design and implement ReactJS interfaces for submission forms, file-upload validation feedback, registration and identity-management flows, and in-app guidance across all four modules
  • Own Section 508 and WCAG 2.1 AA conformance for every user-facing change: build accessible components, run automated and assistive-technology testing, and produce conformance evidence
  • Partner with the user researcher and module subject matter experts to turn research findings and help-desk trend data into iterative UX improvements and first-pass submission-acceptance gains
  • Contribute production-quality code through the government GitHub workflow: pull requests traced to JIRA stories, peer review, 90% or greater automated test coverage on new code, and pipeline accessibility checks
  • Support reporting-cycle readiness through freeze-aware release planning, pre-window usability validation and post-window retrospectives with the Customer Support Team

Award contingency

This position is contingent upon contract award. Candidates selected will receive a contingent offer and will begin the federal suitability and credentialing process, which can take several weeks to several months. Employment begins only upon award and successful adjudication.

Eligibility

  • U.S. work authorization, and residence in the United States for at least three of the last five years ? a CMS background-investigation eligibility requirement
  • Ability to obtain and maintain a CMS Public Trust suitability determination (e-QIP application, fingerprinting, favorable adjudication) prior to system access
  • All work performed within the United States
  • Completion of HHS/CMS security, privacy and records-management training before performance and annually thereafter; signed non-disclosure agreement

Requirements

What you need

  • 5+ years of front-end or UX engineering experience, including 3+ years in ReactJS
  • Demonstrated Section 508 and WCAG 2.1 AA delivery experience ? accessible component development and testing with tools such as axe, ANDI, JAWS or NVDA
  • Experience designing data-entry-heavy or form-driven enterprise or government applications with complex validation

Minimum education

Bachelor's degree and 5+ years of relevant experience.

Preferred qualifications

  • CMS Design System or U.S. Web Design System experience
  • KendoUI component library
  • Usability research collaboration
  • Healthcare or federal data-collection systems

Certifications

  • Trusted Tester certification preferred

Compensation

The salary range for this position is $115,000 to $120,000 annually. Actual compensation is determined by experience, qualifications, skills, location and internal equity. This range reflects the anticipated base salary and does not include bonus, benefits or other compensation.
