Position Overview
WMATA is seeking an experienced Senior Full Stack Developer (Programmer Analyst 4) to design, develop, integrate, deploy, and support enterprise-grade applications for the MetroAlerts notification platform using Microsoft Azure and Power Platform.
The selected candidate will contribute to mission-critical applications supporting public-facing services and internal business operations. The role requires strong hands-on development experience, technical leadership, enterprise system integration, cloud architecture, application security, and Agile delivery practices.
The ideal candidate will be capable of taking applications from initial concept through production deployment while enhancing existing systems without compromising their core functionality, performance, scalability, or security.
Key Responsibilities
- Design, develop, deploy, and maintain full-stack enterprise applications using Microsoft Azure and modern development technologies.
- Develop backend services using .NET Core or Node.js hosted on Azure.
- Build responsive, accessible, and user-friendly interfaces using React or Angular.
- Design and implement RESTful APIs, microservices, modular architectures, and enterprise data-integration solutions.
- Enhance and optimize the MetroAlerts notification platform and integrate it with enterprise systems.
- Evaluate existing applications and introduce new features while preserving core functionality and system stability.
- Design, implement, and maintain scalable cloud solutions using Azure services.
- Work with AKS/Kubernetes, Azure Container Apps, Azure Storage, and Azure Key Vault.
- Develop and maintain secure CI/CD pipelines to support automated builds, testing, and deployments.
- Design Azure networking solutions, including Virtual Networks (VNets), subnet architecture, network segmentation, Azure Front Door, and Application Gateway.
- Design and optimize relational and NoSQL databases, including document models and denormalized data structures.
- Work with Azure SQL Database, SQL Managed Instance, and other appropriate data services.
- Implement secure application architectures and follow enterprise security, governance, and compliance standards.
- Improve application performance, reliability, availability, accessibility, and scalability.
- Collaborate with business stakeholders, architects, QA teams, operations teams, and developers to translate business requirements into technical solutions.
- Provide technical leadership, solution design guidance, code reviews, and cross-functional coordination.
- Participate in Agile ceremonies, sprint planning, development, testing, deployment, and production support.
- Prepare technical documentation, architecture diagrams, integration specifications, and operational procedures as required.

Experience Requirements
- Minimum 5 years of hands-on experience, including technical leadership.
- Minimum 5 years of relevant backend development experience with .NET Core or Node.js on Azure.
- Minimum 5 years of experience with React or Angular for enterprise applications.
- Minimum 5 years of relevant cloud, DevOps, networking/security, and database experience as specified in the requirements.
- Minimum 5 years of experience in solution design, system integration, and cross-functional coordination.
- Minimum 8 years of experience or qualifications required to meet WMATA's Programmer Analyst 4 position criteria.
Candidates should be able to demonstrate relevant experience through their project history and technical responsibilities.
Education
Required: Bachelor's degree in Computer Science, Information Technology, Software Engineering, or a related field, or an equivalent combination of education and experience.
Preferred: Master's degree in Computer Science or a related discipline.

Work Arrangement and Additional Information
- Hybrid position requiring onsite work up to three days per week.
- In-person interview required.

- Compensation is dependent on experience (DOE).
