Position Description: The Systems Analyst (Senior) serves as a computer systems expert on assignments that typically involve establishing automated systems with concern to overall life cycle structure. The position shall conduct feasibility studies from design, implementation and post-implementation evaluation from a number of possible approaches. Design criteria must be established to accommodate changes in legislation, mission, or functional program requirements.
Role and Responsibilities:
● Oversees the development of or develops work breakdown structures, charts, tables, graphs, major milestone calendars, and diagrams to assist in analyzing problems and making recommendations.
● Prepares work plans, status reports.
● Monitors project progress and updates project tracking system.
● Oversees projects from inception to completion, ensuring that they are delivered on time, within scope, and on budget. This includes liaising with different departments, managing timelines, and dealing with any issues that arise.
● Identifies potential risks in operations and developing mitigation strategies. This includes establishing contingency plans and conducting regular risk assessments.
● Analyze, configure, and maintain disease surveillance systems to support State of Maryland disease surveillance operations.
● Collaborate with IT and epidemiologists to facilitate ongoing surveillance efforts, and improve and elevate modernization efforts.
● Documents and assesses business workflows, identifying inefficiencies in current workflows and devising strategies to optimize them. This may involve reengineering processes, introducing automation, or in some cases, discussing implementing new systems.
● Acts as liaison between end-users and technical development team to triage, prioritize, and resolve complex issue
Creates and maintains comprehensive documentation.
● Engages with outside entities as needed.
● Demonstrates an ongoing understanding of and actively participates in performance improvement activities, identifies and proactively pursues business transformation, uses innovation to enhance/solve current system and business workflow problems.
● Monitor key performance indicators (KPIs).
● Participate actively in performance improvement activities, identifying areas for transformation and spearheading innovative solutions.
● Serve as a subject matter expert for departmental functions and lead system implementations.
● Works with external vendors, system owners, community partners, contractors, and leadership to design, develop, implement, and make operational updates and improvements to the NEDSS platform and technical team.
