DESCRIPTION OF SERVICES
The Worker will lead the design and implementation of the overall UpSIDES application architecture, creating a scalable, high-performance framework to transition TWC from manual, paper-based processes to a modern electronic data exchange.
This role involves designing the application logic required to implement the four NASWA SIDES exchanges while ensuring strict adherence to technical specifications through secure APIs and web services.
By architecting automated workflows, triggers, and electronic notifications, the Worker will improve processing accuracy and efficiency while implementing robust application-level security protocols, including encryption and authorization, to protect sensitive Unemployment Insurance data in compliance with state and federal standards.
Serving as the primary technical lead, the Worker will provide expert guidance to the development team on coding standards, design patterns, and best practices to ensure the delivery of high-quality, maintainable code.
The Worker will coordinate with Database Architects and legacy system experts to design integration points with existing UI systems and the Enterprise Data Warehouse, while producing comprehensive technical documentation such as architectural blueprints and system sequence diagrams.
Furthermore, they will lead code review and quality assurance processes, mentor junior developers, and collaborate closely with project stakeholders in a highly collaborative environment to meet tight deadlines and maintain operational continuity throughout the system modernization.

Requirements
4-7 years Extensive hands-on experience with enterprise-level application development using C#/.NET, Java Enterprise, or similar frameworks, specifically for building scalable web applications and services
4-7 years Proven experience designing and implementing secure web services (REST, SOAP) and managing electronic data exchanges (XML, JSON) between disparate internal and external systems
4-7 years Experience in developing, debugging, and modifying robust Unix/Linux shell scripts
4-7 years Proven ability to act as a Technical Lead, including planning project roadmaps, organizing cross-departmental technical coordination, and managing developer resources across different project phases
4-7 years Advanced knowledge of software architecture design patterns, Service-Oriented Architecture (SOA), and security best practices for protecting data-in-transit
4-7 years Experience establishing and leading technical standards, including performing code reviews, mentoring developers, and collaborating with QA teams on complex integration testing
4-7 years Technical skills such as programming in coding languages, platforms, domains, troubleshooting, web development, and database management
4-7 years Expert troubleshooting skills in complex web environments, with the ability to resolve integration challenges between state systems and external brokers
4-7 years Proficiency in creating high-level architectural artifacts, such as system diagrams, data flow models, and technical specifications to guide development
Preferred Skills
6 years More than one type of RDBMS (DB2, SQL Server, Oracle)
2 years Previous experience implementing or working with NASWA SIDES exchanges and technical specifications
4 years Experience implementing CI/CD pipelines
4 years Proficiency in designing and troubleshooting complex XML/SOAP and JSON/RESTful web services used in federal/state data exchanges
4 years Experience in application development, software engineering principles, design patterns, architecture styles, and quality attributes
2 years Texas Workforce Commission experience
