Job Title: Technical Business Analyst

Location: Tallahassee, FL (Onsite)

Duration: Long Term (07/01/2026 - 06/30/2028)

Description:

Technical Business Analyst to support system remediation efforts as part of the PALM (Planning, Accounting, and Ledger Management) transition. This role will focus on requirements gathering, documentation, testing, and coordination between business and technical teams to ensure successful migration from legacy financial systems.

Key Responsibilities:

• Facilitate and manage requirements gathering sessions with stakeholders
• Document functional and technical requirements for system remediation
• Prepare process flow diagrams and system documentation
• Develop and execute test cases, track testing progress, and support UAT
• Maintain RAID logs (Risks, Assumptions, Issues, Decisions)
• Prepare training materials and conduct end-user training sessions
• Create and maintain SDLC documentation across all phases
• Maintain Scrum/Agile documentation and artifacts
• Document application changes and maintain repositories
• Schedule and facilitate meetings, including agendas and minutes
• Submit monthly activity and progress reports
• Ensure compliance with data security and confidentiality standards

Required Qualifications:

• 10+ years of experience as a Business Analyst in software development projects
• 10+ years facilitating meetings and stakeholder discussions
• 5+ years experience in software testing and QA processes
• 10+ years documenting process flows and business workflows
• 5+ years experience with ERD creation and analysis
• 5+ years creating user guides and documentation
• Strong understanding of requirements gathering methodologies
• Familiarity with SQL, .NET, or Java
• Bachelor s degree in Computer Science, Information Systems, Business Administration, or related field (or equivalent experience)

Preferred Skills:

• Experience with Florida PALM project or financial system transformations
• Experience in government/public sector environments
• Strong knowledge of SDLC and Agile methodologies
• Excellent communication and stakeholder management skills
