Job Description:
NC DHHS IT Project Manager

Location: Raleigh, North Carolina (Hybrid)

Role Overview

An experienced IT Project Manager with in-depth knowledge of public health is sought to lead a large-scale IT project. This management role involves working with multiple internal and external stakeholders, project teams, and vendors to develop and implement a new IT solution. The position requires interaction with all staff levels, including executive leadership, business executives, and IT personnel to execute project requirements and manage stakeholder expectations.

Key Responsibilities
  • Work with the project sponsor and Project Portfolio Managers (PPMs) to identify and prioritize initiatives.
  • Collaborate with Project Portfolio Management to develop and manage divisional roadmaps.
  • Develop Business Cases and Cost-Benefit analyses for prioritized initiatives.
  • Manage and obtain necessary approvals for initiating projects.
  • Participate in the construction of Statements of Work.
  • Manage vendor onboarding and relationships.
  • Establish and implement a program governance model.
  • Identify key requirements from cross-functional teams and vendors.
  • Manage budget and funding channels for productivity.
  • Track, maintain, and present program details, progress, status, and risks to management.
  • Maintain clear and effective communication with all project stakeholders.
  • Manage resource allocations and expectations.
  • Collaborate with the State DIT to ensure program compliance with the State IT Roadmap and security requirements.
  • Present program status in committee and executive meetings.
Required Qualifications

The selected candidate must be a results-oriented individual with a strong work ethic and must be able to demonstrate excellent leadership, negotiation, time management, facilitation, and organizational skills. Additional qualifications include:

Experience:
  • Proven experience in the management of a portfolio of multiple projects at different stages of development.
  • Demonstrated experience working effectively with all levels of staff, clients, and other IT personnel.
  • Experience in acquiring and utilizing necessary resources and skills within agreed parameters of cost, timeframes, and quality for a program.
  • Experience in proposing and leading strategic initiatives.


Skills:
  • Ability to communicate effectively, tailoring messages to the audience and their needs.
  • Excellent written communication and presentation skills.
  • Ability to identify and plan systematic corrective action to reduce errors and improve quality by examining root causes.
  • Demonstrated ability to provide advice and leadership in improving the quality of IT projects.
  • Ability to build, influence, lead, and motivate effective teams towards end results.
Preferred Qualifications
  • PMP/PgMP Certification.
  • Agile (PMI-ACP) Certification.
  • Experience managing or supervising programs involving legacy system replacement projects.
  • Experience collaborating with State and Local Government.
  • Experience in complex, cross-functional team environments.
