Summary

Role: DB2 Database Administrator

Location: 200 I Street SE Washington, DC 20003 (Relocation from Border states)

 

 

Note: This position is 100% remote; however, candidates must currently reside within the DC Metro area/local to Washington, DC. Candidates must also be available to attend an in-person interview.


Position Overview

Client is seeking an experienced IBM DB2 Database Administrator to support the Motor Vehicle Information System (DESTINY), a mission-critical platform supporting driver licensing, vehicle registration and titling, inspections, insurance compliance, medical and parking permit management, and other core DMV operations.

The selected candidate will be responsible for managing, configuring, maintaining, and optimizing DB2 databases running on mainframe platforms while ensuring high availability, performance, security, and data integrity for DMV's critical systems.


Key Responsibilities

Database Administration & Management

Manage, configure, and maintain IBM DB2 databases running on mainframe platforms.

Perform database installations, upgrades, patching, migrations, and version management.

Implement schema modifications, table restructuring, indexing strategies, and partitioning.

Ensure database environments remain synchronized with application releases and data model changes.

Performance Tuning & Optimization

Monitor database performance and proactively identify bottlenecks using DB2 monitoring tools.

Analyze SQL performance and query execution plans.

Tune databases, memory pools, indexes, and storage structures to improve throughput and availability.

Optimize database queries, stored procedures, packages, and triggers supporting the DESTINY application.

High Availability & Disaster Recovery

Implement backup, recovery, and disaster recovery strategies.

Support high availability technologies including HADR, replication, clustering, and failover solutions.

Ensure business continuity requirements are met for mission-critical DMV systems.

Security & Compliance

Enforce database security standards and user access controls.

Support audit requirements and compliance with DC Government policies.

Ensure compliance with privacy and data protection regulations related to DMV personal information.

Maintain data integrity through validation, referential integrity, and error handling processes.

Collaboration & Support

Collaborate with application developers on enhancements, fixes, and new functionality.

Work with OCTO infrastructure teams on server, storage, and network-related issues impacting DB2.

Provide technical guidance and support to District agencies and stakeholders.

Support ongoing modernization initiatives for the DESTINY application.

May coordinate activities of application developers and function as a technical SME.


Required Skills & Experience

15+ years of hands-on IBM DB2 administration experience (LUW and/or z/OS).

16+ years of database design, documentation, and coding experience.

16+ years of SQL experience.

16+ years designing and implementing reports and report interfaces.

Strong experience with:

Database design and data modeling

Schema management

SQL optimization and performance tuning

IBM Utilities and BMC tools

Expertise with high availability technologies:

HADR

Replication

Failover

Clustering

Experience supporting high-volume transactional systems.

Familiarity with:

ETL processes

Data Mining

Data Storage

Data Warehousing

Knowledge of IBM batch jobs and enterprise application integrations.

Strong troubleshooting and analytical skills.

Public Sector or Government experience.

 


Preferred Qualifications

Experience supporting DMV or other mission-critical state systems.

Experience interacting with executive stakeholders and technical leadership.

Ability to serve as a Subject Matter Expert (SME) for DB2 technologies.


Education Requirements

Bachelor's degree in Information Technology, Computer Science, or related field.

Equivalent work experience may be considered in lieu of education requirements.
