Position Overview
We are seeking a Senior Klamath ESA/MSA Technical Advisor / Senior Fisheries Biologist to support NOAANational Marine Fisheries Service, West Coast Region, California Coastal Office Klamath Branch. The selectedcandidate will provide senior advisory, scientific, regulatory, and technical writing support for ESA Section 7 andMagnuson-Stevens Act consultation work associated with Klamath Project Operations and related biologicalopinions, essential fish habitat responses, and administrative record requirements.
Key Responsibilities
Assist NMFS with review and technical comments on biological assessments and supporting consultationdocuments.
Evaluate and analyze effects of proposed actions, conservation measures, and mitigation activities on ESA-listed salmon, steelhead, southern resident killer whales, green sturgeon, eulachon, critical habitat, and essentialfish habitat.
Develop recommendations to minimize adverse effects to ESA-listed fish, habitat, and essential fish habitatassociated with Bureau of Reclamation activities. Participate in internal and external meetings supporting ESA/MSA consultation objectives.
Assist with preparation and review of Section 7 consultation letters, biological opinions, incidental takepermits, transmittal memos, briefing documents, NEPA documents, and other written materials. Assist NMFS with monitoring compliance with ESA documents and evaluating effectiveness of terms andconditions.
Maintain administrative records in accordance with California Coastal Office filing procedures.
Required Qualifications
Bachelor’s degree with 10 or more years of relevant experience.
Expertise with anadromous salmonid biology and ecology in the Klamath River, with emphasis on ESAconservation programs.
Expertise and procedural knowledge of the Endangered Species Act and Magnuson-Stevens FisheryConservation and Management Act.
Evaluate written requests for consultation within Government-specified timeframes, generally 21 days forstandard consultations.
Review, draft, and deliver concurrence letters, EFH conservation recommendations, initiation letters, additionalinformation requests, and other correspondence within assigned timeframes.
Revise documents to address reviewer comments, generally within seven days after receiving comments onstandard documents. Organize and file final documents into the official record within 14 days in accordance with NMFS procedures.
Prepare monthly progress reports covering accomplishments, issues, travel, action items, outcomes, andrecommendations.
Efficiency using word-processing programs to develop written documents.
Ability to support complex technical analysis, regulatory documentation, administrative records, andconsultation timelines.
Knowledge of NOAA Fisheries policies and programs or comparable Federal natural resource programs.
Experience with planning, project management, business processes, best practices, database management, andmeeting facilitation.
