Position Overview
The Quality Assurance (QA) Tester will be responsible for validating the accuracy, functionality, and compliance of Health and Human Services (HHS) eligibility and benefit issuance systems. This role requires hands‑on experience testing federal and state assistance programs—including SNAP, TANF, Child Care Assistance (CC), and Child Support Enforcement (CSE)—with a strong focus on eligibility rules, benefit calculations, case management workflows, and regulatory alignment.
The QA Tester will collaborate with business analysts, developers, policy experts, and QA leadership to ensure high‑quality system releases that support agency operations and meet program requirements.
Key Responsibilities
Test Planning & Analysis
Review business requirements, policy documentation, and system specifications to understand eligibility and benefit issuance rules.
Develop detailed test scenarios, test cases, and test data aligned with program policies and system workflows.
Participate in requirement walkthroughs and design discussions to ensure complete test coverage.
Test Execution
Perform functional, integration, regression, and end‑to‑end testing for eligibility determination and benefit issuance processes.
Validate system logic for intake, verification, redetermination, sanctions, overpayments, notices, and benefit calculations.
Conduct data validation testing, including rules engine outputs, financial transactions, and interface data.
Document test results and log defects with clear, reproducible steps.
Program‑Specific Testing
Test eligibility and benefit issuance for:
SNAP – household composition, income, deductions, allotment calculations.
TANF – work participation, time limits, benefit calculations, sanctions.
Child Care Assistance (CC) – provider payments, co‑payments, eligibility periods.
Child Support Enforcement (CSE) – case establishment, enforcement actions, payment processing.
Validate notices, correspondence, and system‑generated documents for accuracy and compliance.
Ensure system behavior aligns with federal and state regulations and policy updates.
Collaboration & Communication
Work closely with developers and analysts to clarify requirements and resolve defects.
Support User Acceptance Testing (UAT) by preparing test data and assisting program staff.
Provide regular updates on test progress, issues, and risks.
Required Qualifications
5 - 7 years of QA testing experience, preferably in public‑sector HHS systems.
Hands‑on experience testing eligibility determination and benefit issuance for SNAP, TANF, CC, and/or CSE.
Strong understanding of federal and state program rules, case management workflows, and benefit calculation logic.
Experience with test management and defect tracking tools (e.g., JIRA, Azure DevOps, ALM).
Ability to create detailed test cases and test data from complex policy rules.
Strong analytical, documentation, and problem‑solving skills.
Experience working in Agile or hybrid SDLC environments.
Preferred Qualifications
Experience with integrated eligibility systems or modernization projects.
Working knowledge of SQL for data validation.
Experience testing APIs, interfaces, and batch processes.
