Job Summary

As part of the Training and Development Department, the Manager, Training Design and Development is responsible for the design and development of live online training, self-paced training, live virtual sessions and traditional classroom training for all TriWest's internal and selected external audiences. The manager ensures all training materials reflect current policies, procedures, and technologies, and that delivery is consistent, measurable, and performance-driven. They are responsible for using a systems management approach for developing high-quality, cost-effective learning solutions to meet specific business needs and goals of the organization and enable a high-performance workforce.

Education & Experience

Required:

Bachelor's Degree in e-Learning Technologies, Training & Development, Business Management, Education, Human Resources, Organizational Development, or related field; OR equivalent experience, to include any combination of education and experience
4 years of professional experience designing and developing training programs in both e-learning and instructor-led formats, with demonstrated ability to create engaging, effective, and scalable learning solutions
be able to receive a favorable Interim and adjudicated final Department of Defense (DoD) background investigation
2+ year in a formal people supervisor or manager role
Experience in all phases of the design, development, implementation, facilitation, measurement and evaluation and delivery of technical and non-technical programs using appropriate adult learning theories
Knowledge and application of Kirkpatrick's evaluation model or other learning measurement frameworks
Experience with Learning Management Systems (LMS) and virtual training tools (e.g., Zoom, Adobe Connect, MS Teams)

Preferred:

Master's Degree in Business Management, e-Learning technologies, Education or related field
Knowledge of e-Learning course development
Knowledge of live online technologies, and course development for live online delivery
Experience with Articulate Storyline and Adobe development tools, to include Flash and other multimedia development tools

Key Responsibilities

Manages and develops company-wide e-Learning standards, expectations, and measurements that build employee competencies to support a high-performance workforce.
Manages a team of Instructional Designers and Content Specialists who build and maintain training content, job specific processes and procedures.
Establish and maintain instructional design standards and best practices for the department.
Ensure all programs developed comply with educational theories, instructional design, adult learning theories and technological capabilities of the e-learning classroom.
Ensure that programs offered are current with regard to TriWest procedures, policies and practices and are in accordance with DOD policies and contract provisions.
Researches alternative approaches to serve our client training needs with faster response time and lower costs (e.g., just-in-time training modules, self-managed learning).
Partner with business leaders, operational SMEs, and compliance stakeholders to analyze training needs and translate them into effective learning solutions and ensure TriWest's high-quality standards are met.
Design and develop live online training, eLearning modules, job aids, facilitator guides, and other supporting materials.
Maintain quality standards in instructional design, formatting, tone, accessibility, and user experience.
Monitor and maintain the relevance and accuracy of training materials through periodic review and stakeholder feedback.
Evaluate learning solutions for effectiveness and identify opportunities for continuous improvement.
Performs other duties as assigned.

Technical Skills: Knowledge of the operation of a learning management system (LMS) with knowledge of SCORM interoperability standards; knowledge of live online platforms, and course development for live online delivery.

Regular and reliable attendance is required
Works in a standard office environment, with 10% - 20% travel
Extensive computer work with prolonged sitting
Level II IT security clearance required
