Role Summary

Responsible for supporting the mission-critical Criminal History Review System (CHRS) application. Leads architectural and full-lifecycle software development efforts across IBM FileNet products and .NET infrastructure. Drives technical standard design, system integration, database performance optimization, and application deployment across Windows and Linux environments.

Key Responsibilities

System Architecture & Development: Perform full SSDLC phases (Requirements Gathering, Functional/Program Specifications, Architecture Design, Coding, Testing, and Documentation).
FileNet Administration: Support and configure Content Engine / Content Process Engine (CPE), IBM WebSphere, Content Navigator, Datacap, Case Manager 5.3, Java, and REST APIs.
.NET Engineering: Work with .NET Core, Blazor, C#, Radzen controls, ASP.NET, AJAX, JavaScript, jQuery, and Bootstrap to deliver responsive user interfaces.
Database & Systems Optimization: Design relational databases, data models, PL/SQL scripts, packages, triggers, and optimize database queries.
Deployment & Technical Leadership: Serve as primary technical contact for day-to-day operations, lead complex application deployments, and manage incident resolution via ITSM ServiceNow.
Testing & Knowledge Transfer: Design and execute unit/integration/regression test strategies, support UAT, update project documentation, and educate staff on coding practices and SQL validations.

Mandatory Qualification (Pass/Fail)

Experience Level: 84+ Months as a Software Architect capable of dictating technical standards, guiding large teams, and making high-level architecture design decisions.

Requested Qualifications Matrix

84 Months: Experience supporting FileNet, resolving product issues with enterprise teams, and configuring IBM WebSphere & IBM Content Navigator in Windows and Linux environments.
84 Months: Experience with Service Oriented Architecture (SOA) integration, including developing secure SOAP and RESTful web services.
84 Months: Experience with Oracle 19c designing relational databases, data modeling, PL/SQL coding/debugging, stored procedures, packages, triggers, and complex SQL queries.
84 Months: Experience deploying and supporting the IBM/FileNet Content Process Engine (CPE).
72 Months: Experience developing tiered .NET applications leveraging ASP.NET, ASPOSE, HTML5, AJAX, JavaScript, jQuery, Bootstrap, and CSS.
84 Months: Experience working directly with business users to elicit requirements and utilizing ITSM ServiceNow for incident and service request management.
Education: Bachelor''s degree in Computer Science or a related field.
