Job Summary

We are seeking an experienced Quality / Safety Program Manager to oversee quality management and safety compliance across Operations & Maintenance (O&M) contractor activities. This role will ensure strict adherence to the Quality Management Plan (QMP), ISO 9001:2015 standards, and applicable safety regulations.

The ideal candidate will lead audits, inspections, and process improvement initiatives while promoting a strong culture of safety and operational excellence. Approximately 25% of this role will focus on safety oversight, requiring experience with safety compliance, hazard identification, and risk management programs.

Key Responsibilities Quality Management & Compliance
  • Act as the independent authority overseeing all quality-related activities for O&M contractor work.
  • Ensure compliance with the Quality Management Plan (QMP) in alignment with ISO 9001:2015 standards.
  • Conduct audits and inspections to verify compliance with contractual, regulatory, and operational requirements.
  • Review facility operations to identify gaps or misalignment with contract standards and implement mitigation strategies.
  • Maintain oversight of document control, compliance records, and data storage practices.
  • Coordinate internal and third-party testing to ensure work meets project specifications.
  • Audit CMMS work tickets to ensure proper categorization, documentation, and issue resolution.
  • Implement and monitor Corrective and Preventive Action (CAPA) programs to address quality issues.
  • Support preparation for external audits, regulatory inspections, and compliance reviews.
Safety Oversight & Risk Management (25% of Role)
  • Develop and enforce workplace safety policies and procedures in compliance with OSHA, NFPA, and industry standards.
  • Conduct Job Hazard Analysis (JHA), Lockout/Tagout (LOTO) assessments, and PPE compliance reviews.
  • Lead safety inspections, workplace audits, and risk assessments.
  • Investigate safety incidents, determine root causes, and implement corrective actions.
  • Deliver safety training programs on hazard identification, safety procedures, and emergency response.
  • Monitor and report safety performance metrics and trends.
  • Coordinate with operations leadership and safety teams to drive continuous safety improvements.
  • Ensure environmental, hazardous materials handling, waste disposal, and recycling processes comply with safety and environmental standards.
Required Qualifications
  • Bachelor's degree in Engineering, Quality Management, Safety Management, or a related field (or equivalent experience).
  • CMQ/OE (Certified Manager of Quality/Organizational Excellence) certification required.
  • ISO 9001:2015 training and certification required.
  • Minimum 10 years of professional experience in quality management or safety compliance, including 5+ years in decision-making or leadership roles.
  • Strong knowledge of OSHA, NFPA, and workplace safety regulations.
  • Experience conducting quality audits, safety inspections, and risk assessments.
  • Experience with CMMS systems and work order auditing.
  • Strong analytical, problem-solving, and leadership skills.
  • Excellent communication skills with the ability to work across cross-functional teams and contractor groups.
Preferred Qualifications
  • Experience working in Operations & Maintenance (O&M) environments.
  • Experience overseeing contractor quality management and vendor compliance programs.
  • OSHA 30, CSP, or CHST certification is a plus.
