Strategic IT Portfolio Manager

RESPONSIBILITIES:
Kforce is immediately seeking an experienced IT Portfolio Manager in support of our enterprise storage and compute customer based in Roseville, CA.

Summary:
The Senior IT Portfolio Manager connects technology strategy, portfolio investment decisions, financial management, and execution performance across an assigned IT portfolio. This role works at the intersection of portfolio management, IT finance, governance, and delivery. The Strategic IT Portfolio Manager partners with business and technology leaders, Finance, product owners, and program and project leaders to ensure investments are strategically aligned, financially sound, appropriately governed, and supported by accurate portfolio data.

This role translates portfolio strategy into actionable investment plans, provides transparency into funding and financial performance, and enables leadership to make informed decisions regarding priorities, tradeoffs, capacity, risk, and value. It also ensures ServiceNow Strategic Portfolio Management (SPM), financial systems, and supporting reports accurately reflect the portfolio's current state.

This is not a transactional financial analyst, project coordinator, or delivery-management role. It is a portfolio management role that requires integrating financial insight, portfolio governance, technology execution, and executive decision support.

The role ensures that IT investments are:
* Strategically aligned to enterprise and portfolio priorities
* Financially planned, forecasted, and managed
* Supported by accurate and reconciled portfolio data
* Prioritized based on value, cost, risk, capacity, and execution readiness
* Governed through clear decision rights, processes, and controls
* Translated into realistic execution commitments
* Measured against intended outcomes and financial expectations

REQUIREMENTS:
* Bachelor's degree in Finance, Accounting, Business, Information Technology, Economics, or a related field, or equivalent relevant experience
* Significant experience in IT portfolio management, technology investment management, IT financial management, strategic planning, or comparable roles
* Demonstrated experience managing or advising on technology budgets, forecasts, actuals, investment plans, and financial variances
* Strong understanding of portfolio governance, demand management, prioritization, investment decision-making, and execution oversight
* Hands-on experience with ServiceNow Strategic Portfolio Management or a comparable enterprise portfolio-management platform
* Advanced Microsoft Excel and financial-modeling skills
* Experience reconciling financial and portfolio data across multiple systems and resolving material discrepancies
* Ability to develop executive-level portfolio and financial insights, recommendations, and communications
* Experience working across Finance, technology, business, and delivery organizations
* Strong working knowledge of technology delivery lifecycles, including traditional, Agile, product, and hybrid delivery models
* Ability to influence decisions and drive accountability in a large, matrixed organization
* Exceptional analytical judgment, attention to detail, communication, and follow-through

Preferred Qualifications:
* SAFe Lean Portfolio Management, ITFM, TBM, PMP, FinOps, or comparable certification
* Experience implementing or operationalizing Lean Portfolio Management
* Experience with technology business management, product funding, adaptive investment models, or value-stream funding
* Experience with ServiceNow SPM financial planning, demand, project, portfolio, resource, or investment-management capabilities
* Familiarity with Jira, Azure DevOps, Planview, Clarity, Rally, or other portfolio and delivery platforms

The pay range is the lowest to highest compensation we reasonably in good faith believe we would pay at posting for this role. We may ultimately pay more or less than this range. Employee pay is based on factors like relevant education, qualifications, certifications, experience, skills, seniority, location, performance, union contract and business needs. This range may be modified in the future.

Hourly employees are not eligible for paid time off unless required by law. Hourly employees on a Service Contract Act project are eligible for paid sick leave.
