OVERVIEW
Assignment
This full-time contract System Administrator 2 position will provide support to the Asset Management and Engineering Applications organization (JLST) within the IT Department (J) at the COMPANY. The Systems Administrator / Customer Support performs a variety of work including contributing to the upkeep and support of the enterprise Geographic Information Systems, data and data flows and the planning and delivery of customer support services, including installation, configuration, troubleshooting, customer assistance, and/or training in response to customer requirements.
Organization
The Asset Management & Engineering (JLST) organization provides data, application and software support, release migration, application expansion and integration for applications which support the Agency’s geospatial information system (GIS), support Computer Aided Design (CAD) systems, Asset Management systems and support of miscellaneous computerized systems that support the daily business activities across the COMPANY enterprise.
ASSIGNMENT RESPONSIBILITIES
Note: All official drafts, documents and recommendations, as listed below, must be reviewed, finalized and approved / accepted by appropriate COMPANY manager or other federal personnel with the authority to do so.
Geospatial Data Management:
Perform routine updates, maintenance, and quality assurance checks on enterprise geospatial datasets.
Assist in the documentation of data sources, schemas, and metadata to ensure data integrity and accessibility.
Execute data extraction, transformation, and loading (ETL) processes as directed to support various GIS applications.
Publish data updates to and maintain enterprise databases and data stores.
GIS Application Support:
Monitor support inboxes and CRM systems to provide first-level technical support to end-users regarding GIS application functionality, data and application access, and common issues. Escalates issues as needed in a timely manner.
Monitor the performance and availability of GIS applications and services, escalating complex issues to senior team members.
Assist in the deployment of application updates, patches, and configurations under supervision.
GIS User Support and Engagement:
Provide responsive and empathetic technical assistance to GIS users, diagnosing and resolving issues related to application functionality, data access, and spatial analysis requests.
Communicate technical information clearly and patiently to users with varying levels of GIS proficiency, ensuring their understanding and satisfaction.
Actively listen to user feedback and concerns, translating operational challenges into actionable insights for continuous service improvement and fostering positive relationships.
Maintain a user-centric approach in all interactions, striving to understand user needs and deliver solutions that genuinely support their objectives.
Infrastructure Maintenance:
Support the administration of GIS servers (e.g., ArcGIS Enterprise, ArcGIS Server, and other federated components) by monitoring resource utilization and reviewing logs for potential issues.
Assist in maintaining documentation for GIS infrastructure components, including server configurations, network diagrams, and service dependencies.
Participate in scheduled system backups and recovery procedures as part of disaster recovery planning.
Spatial Analysis and Mapping:
Generate maps, reports, and spatial analyses based on established templates and user requests.
Perform basic geoprocessing tasks, such as buffering, overlay, and clip operations, to support operational needs.
Documentation and Process Improvement:
Contribute to the creation and maintenance of standard operating procedures (SOPs) for GIS operations and maintenance tasks.
Document solutions to recurring technical issues and contribute to a knowledge base for internal team use.
REQUIREMENTS
Education & Corresponding Experience (required on matrix)
• Bachelor''s degree in GIS, Geography, Computer Science, or a related field, or equivalent practical experience.
o 3 years of experience is required with an associate or bachelor’s degree in applicable fields.
o 5 years of experience is required without a degree or an applicable degree.
Required Technical Skills & Experience (required on matrix)
• 2 years of related experience with focus on Geographic Information System Solutions (ESRI, Google, or similar) is required.
• 2 years of experience using Python or other supported scripting language for ArcGIS products is required.
• Proficiency with ESRI ArcGIS software suite (ArcGIS Pro, ArcMap, ArcGIS Online/Enterprise).
• Familiarity with geospatial data formats (e.g., shapefiles, geodatabases, KML).
• Basic understanding of SQL for querying spatial databases (e.g., PostgreSQL/PostGIS, SQL Server).
• Exposure to scripting languages such as Python for automating GIS tasks.
• Strong problem-solving skills and attention to detail.
• Ability to work effectively both independently and as part of a team.
Preferred Skills & Experience (optional on matrix)
• Familiarity with cloud GIS platforms and services, such as ArcGIS Online, Experience Builder, Field Maps designer, etc.
• Understanding of ITIL principles for service management
• Familiarity with CRM systems (Cherwell / ServiceNow)
