Summary

Position Title: Program Analyst Energy Rebates & Compliance Monitoring

Location: Austin, TX (Hybrid/Onsite as Needed)

Clearance Requirements: Ability to pass required background checks

Position Description:

Seneca Resources is seeking a highly analytical and detail-oriented Program Analyst to support statewide monitoring and compliance activities for federally funded IRA Home Energy Rebates Programs, including HOMES (50121) and HEAR (50122). This role supports program oversight across all phases of implementation, including Early Administration, Full Performance, and Program Closeout.

The ideal candidate will bring strong experience in program monitoring, compliance analysis, reporting, KPI tracking, data validation, and audit readiness within government, energy, or federally funded program environments. This individual will work closely with stakeholders to ensure compliance with DOE program requirements, 2 CFR Part 200 regulations, FARC/ALRD reporting standards, and CPA data/privacy policies.

Key Responsibilities:

Program Planning & Monitoring

  • Develop and maintain monitoring schedules, milestone trackers, and compliance reporting timelines for HOMES and HEAR programs.
  • Support development and annual updates of:
  • Oversight & Monitoring Plans
  • Quality Management Plans (QMP)
  • Track program deliverables, implementation benchmarks, and compliance activities across multiple project phases.
  • Coordinate monitoring activities and ensure alignment with DOE and state reporting requirements.

Analytics, Reporting & Compliance

  • Prepare and validate:
  • Monthly Oversight Reports
  • Quarterly Compliance Reports
  • Annual Consolidated Compliance Reports
  • Perform KPI tracking, variance analysis, trend analysis, and root cause investigations.
  • Identify compliance risks and recommend corrective actions to improve program performance.
  • Maintain and update Corrective Action Logs and compliance documentation.

Data Management & Validation

  • Extract, analyze, and validate data from rebate processing systems, ERP tools, and reporting platforms.
  • Conduct statistically valid random sampling and confidence-level analysis for eligibility verification and audit readiness.
  • Ensure data accuracy, completeness, reproducibility, and reporting integrity.
  • Support income eligibility validation and documentation review processes.

QA/QC & Consumer Protection

  • Monitor quality assurance processes, installation standards, and compliance verification activities.
  • Review geotagged installation records, inspection documentation, and customer protection procedures.
  • Monitor service-level performance, complaint handling, and accessibility standards.
  • Assist in development of Corrective Action Plans (CAPs) when deficiencies are identified.

Governance, Security & Stakeholder Support

  • Coordinate monthly stakeholder review meetings and support compliance inquiries.
  • Review program design documentation and advise on internal controls, fraud prevention, and governance best practices.
  • Ensure compliance with:
  • CPA Data Safeguard Standards
  • PII and privacy regulations
  • Encryption and secure data transfer requirements
  • Security incident reporting procedures
  • Support records retention and media sanitization requirements in alignment with NIST standards.

Required Skills/Education:

  • Bachelor s degree in Public Administration, Business, Economics, Data Analytics, Information Systems, Energy/Environmental Policy, or related field; equivalent experience may be considered.
  • 5+ years of experience in:
  • Program analysis
  • Compliance monitoring
  • Audit support
  • Public sector or federally funded programs
  • Strong knowledge of:
  • 2 CFR Part 200
  • DOE grant compliance
  • FARC and ALRD reporting standards
  • KPI tracking and performance reporting
  • Advanced experience with:
  • Microsoft Excel
  • Power BI or Tableau
  • Data analysis and reporting tools
  • Experience conducting:
  • Variance analysis
  • Root cause analysis
  • Random sampling and statistical validation
  • Audit-ready documentation reviews
  • Familiarity with data privacy, cybersecurity, encryption standards, and incident response protocols.
  • Excellent written communication, organizational, and stakeholder management skills.

Preferred Qualifications:

  • Experience supporting Texas state government agencies or energy rebate programs.
  • Familiarity with:
  • HOMES and HEAR rebate programs
  • DOE Program Requirements & Application Instructions
  • Data & Tools Requirements Guide
  • Reimbursement Request Checklists
  • Certifications such as:
  • PMP
  • PMI-PBA
  • CBAP
  • Lean Six Sigma Green Belt or higher
  • Experience monitoring SLAs, accessibility compliance, and consumer complaint resolution.
