Position Description:
Seneca Resources is seeking an experienced and compliance-focused Monitoring Lead to oversee monitoring operations for federally funded IRA Home Energy Rebates Programs, including HOMES and HEAR initiatives. This role will lead monitoring, reporting, quality assurance, and compliance oversight activities throughout all program phases, including Early Administration, Full Performance, and Program Closeout.
The ideal candidate will bring strong expertise in program compliance, regulatory oversight, grant-funded program monitoring, reporting, QA/QC processes, and stakeholder coordination within public sector or energy efficiency environments.
This role serves as a key liaison between stakeholders and implementation teams, ensuring adherence to DOE requirements, SECO guidelines, 2 CFR Part 200 regulations, energy savings standards, and data privacy requirements.

Key Responsibilities:
Program Oversight & Compliance
- Lead monitoring activities for HOMES and HEAR rebate programs across all implementation phases.
- Ensure compliance with:
- DOE and SECO program requirements
- Energy savings thresholds
- Income verification standards
- Administrative cost caps
- Federal grant compliance regulations
- Monitor adherence to QA/QC procedures, installation standards, geotagged installation documentation, and on-site inspection requirements.
- Identify compliance risks and coordinate corrective action planning and issue resolution.
Reporting & Documentation
- Prepare and submit:
- Monthly Oversight Reports
- Quarterly Compliance Reports
- Annual Consolidated Compliance Reports
- Maintain corrective action logs and ensure timely resolution of identified deficiencies.
- Conduct statistical sampling and confidence-level analysis to validate applicant eligibility and program compliance.
- Support audit readiness and documentation management activities.
Monitoring Plan & Quality Management
- Develop, maintain, and update:
- Oversight & Monitoring Plans
- Quality Management Plans (QMP)
- Recommend process improvements and compliance strategies aligned with legal, regulatory, and program requirements.
- Ensure monitoring activities are executed consistently and in alignment with established governance standards.
Stakeholder Coordination & Leadership
- Serve as the primary liaison between SECO, CPA, monitoring teams, and implementation partners.
- Coordinate monthly performance review meetings and respond to stakeholder inquiries within established timelines.
- Provide guidance and training support related to monitoring best practices, compliance standards, and reporting procedures.
- Collaborate with cross-functional teams to ensure successful program execution and issue resolution.
Required Skills/Education:
- Bachelor s degree in Public Administration, Energy Policy, Business, or related field (Master s degree preferred).
- 5+ years of experience in:
- Program monitoring
- Compliance management
- Regulatory oversight
- Public sector or energy-related programs
- Strong knowledge of:
- DOE-funded programs
- 2 CFR Part 200 compliance
- Energy efficiency technologies
- Federal reporting requirements
- Experience with:
- QA/QC processes
- Compliance auditing
- KPI tracking and reporting
- Statistical sampling and data validation
- Familiarity with data privacy standards and handling of Personally Identifiable Information (PII).
- Proficiency with reporting and analytics tools, including Excel, Power BI, or similar platforms.
- Excellent organizational, communication, and stakeholder management skills.
Preferred Qualifications:
- Experience supporting grant-funded or federally funded energy programs.
- Familiarity with HOMES and HEAR rebate program guidelines and energy rebate structures.
- Strong analytical and corrective action planning experience.
- Ability to manage multiple priorities and meet strict deadlines in fast-paced environments.
- Experience coordinating cross-functional teams and monitoring vendor or implementor performance.
