Technical Business Analyst

Work Arrangement: Remote (with required on-site attendance for key project milestones)

Role Objective

We are seeking a high-caliber Technical Business Analyst to facilitate the planning and requirement gathering phases of a major system modernization project. This role is critical in reengineering business processes-specifically focusing on financial posting, payments, refunds, and reconciliations-into a unified back-office environment.

The ideal candidate will bridge the gap between business leaders and technical teams, translating complex needs into actionable Agile features and technical solutions.

Core Responsibilities

• Requirement Elicitation: Lead meetings with business stakeholders to capture "As-Is" process flows and define "To-Be" requirements.
• Process Reengineering: Conduct gap analysis between current processes and industry best practices to determine necessary system changes.
• Technical Documentation: Translate business needs into detailed Service Blueprints, Business Process Flow diagrams, and Agile User Stories.
• Systems Analysis: Analyze existing systems and conduct feasibility studies to identify areas for technical improvement.
• Data & KPIs: Identify and define Key Performance Indicators (KPIs), including business rules, data sources, and optimal visualization.
• Agile Management: Utilize Azure DevOps (ADO) to track Blueprints, Features, User Stories, and related technical documentation.
• Testing & Quality Assurance: Develop and execute comprehensive Test Scenarios, Scripts, and plans to ensure solutions meet all business requirements.
• Stakeholder Collaboration: Maintain productive relationships between technology staff, business owners, vendors, and project sponsors.

Required Skills & Experience

• Professional Experience: Minimum 3 years as a Business Analyst or Technical Analyst in a technology-driven environment.
• Public Sector Expertise: Demonstrated experience managing projects of various sizes within the government or public sector.
• Technical Domain Proficiency: Experience in at least three of the following:
  • Financial Posting & Reconciliation
  • Transaction Processing/Billing
  • Customer Relationship Management (CRM)
  • SAP S4 HANA (BRIM, FICA)
  • Data Migration (ETL)
• Software Tools: * Proficiency in Azure DevOps (ADO) Testing Module.
  • Experience with data visualization/analysis tools (SQL, Excel, Figma).
  • Advanced Microsoft Office 365 skills.
• Methodologies: Strong understanding of the SDLC and Agile frameworks.
• Critical Thinking: Exceptional problem-solving skills with the ability to work independently on enterprise-level system efforts.

Education & Requirements

• Education: Bachelor's degree in Computer Science, IT, Business Administration, or a related field (or equivalent experience).
