We are seeking a detail-oriented, proactive Business Analyst 3 to serve as an EHR Stability Analyst for the Virginia Department of Health (VDH) in Richmond, VA. This hybrid role plays a vital role in the deployment, user adoption, and ongoing stabilization of VDH’s Electronic Health Record (EHR) platform across Local Health Districts (LHDs). The analyst will provide hands-on user support, conduct onsite go-live support across local health districts, gather enhancement requirements, map clinical/billing workflows, and collaborate with Oracle Health / Cerner technical teams.

Key Responsibilities
- Local Health District Go-Live & End-User Support: Travel to Local Health Districts to support rolling EHR go-live events, providing direct, responsive technical and application support to clinical and administrative users.
- Issue Triage & Troubleshooting: Triage, troubleshoot, and escalate complex application, access, and workflow issues reported by health district staff.
- Requirements Elicitation & Agile Documentation: Engage stakeholders to gather, analyze, and document business/system requirements; author user stories, acceptance criteria, and technical enhancement specifications.
- Workflow Analysis & Gap Assessment: Evaluate existing clinical, pharmaceutical, and patient billing workflows against EHR capabilities to identify gaps and design effective interim or permanent solutions.
- Testing & Quality Assurance: Lead and participate in structured testing cycles, including functional, integration, regression, and User Acceptance Testing (UAT).
- Training & User Enablement: Create clear end-user documentation, job aids, standard operating procedures, and training materials to promote system adoption.
- Cross-Functional Collaboration: Partner closely with clinical SMEs, IT technical teams, Oracle Health / Cerner vendor partners, and VDH business leadership.
Required Qualifications & Experience
- EHR Implementation & Support: 7+ years supporting or implementing Electronic Health Record (EHR) systems in public health or clinical healthcare environments.
- Agile Requirements & User Stories: 7+ years developing Agile user stories, acceptance criteria, gap analyses, and business requirements documentation.
- System Testing & UAT: 7+ years participating in structured testing phases (functional, integration, and UAT).
- Cross-Functional Collaboration: 7+ years facilitating workshops and collaborating with technical, clinical, and administrative stakeholders.
- Documentation & Training Artifacts: 7+ years creating user manuals, job aids, Visio process maps, and training guides.
- EHR User Support & Triage: 5+ to 7+ years providing responsive user support, issue triage, and resolution in healthcare settings.
- Oracle Health / Cerner Platforms: 3+ years of direct experience with Oracle Health / Cerner platforms and public health clinical workflows.
- Onsite Go-Live Support: 2+ years of hands-on experience supporting go-live go-to-market activities and site rollouts.
- Tools Proficiency: Advanced experience with MS Office, Teams, SharePoint, and Visio.
Preferred & Desired Qualifications
- Strong knowledge of clinical, pharmaceutical, and patient billing workflows within public health agency settings.
- Experience querying or analyzing data using SQL, Oracle databases, or web application environments.
- Deep knowledge of formal Agile methodologies and software development lifecycle (SDLC) practices.
