Summary

Position Overview 

We are seeking an experienced Senior Program Manager to lead a large-scale enterprise modernization initiative focused on transforming critical public-facing systems and business operations. This role will oversee program execution, stakeholder coordination, vendor management, implementation readiness, and governance activities to ensure successful delivery of a complex technology transformation program. 

The ideal candidate will possess extensive experience managing government or public-sector modernization initiatives, enterprise software implementations, and cross-functional teams in highly regulated environments. 

Key Responsibilities 

Program & Project Management 

  • Lead planning, execution, monitoring, and delivery of a large-scale modernization program. 

  • Coordinate multiple project workstreams, vendors, business units, and technical teams. 

  • Develop and maintain integrated project schedules, milestone tracking, and risk mitigation plans. 

  • Monitor project progress, budget, timelines, and resource utilization. 

  • Ensure successful execution of system development, testing, data migration, deployment, and operational readiness activities. 

  • Identify and resolve complex program issues while driving accountability across teams. 

Vendor & Delivery Management 

  • Serve as the primary liaison between leadership teams, technology partners, and implementation vendors. 

  • Track vendor performance against contractual deliverables and project milestones. 

  • Facilitate issue resolution, escalation management, and decision-making processes. 

  • Coordinate delivery activities across multiple vendors and internal stakeholders. 

  • Support adoption of innovative delivery approaches, automation, and AI-assisted development/testing initiatives. 

Compliance & Readiness Coordination 

  • Ensure alignment with regulatory, compliance, and certification requirements. 

  • Coordinate readiness activities, validation processes, and operational preparedness efforts. 

  • Support preparation of documentation required for implementation approvals and production deployment. 

  • Monitor testing outcomes, data reconciliation activities, and external integration certifications. 

Governance & Stakeholder Management 

  • Provide regular project status updates to executive leadership and governance committees. 

  • Facilitate steering committee meetings, executive briefings, and stakeholder workshops. 

  • Track decisions, action items, project risks, and mitigation strategies. 

  • Maintain transparent communication across business and technology organizations. 

Implementation & Deployment Readiness 

  • Coordinate: 

  • User Acceptance Testing (UAT) 

  • Data migration validation 

  • Security and performance testing 

  • Production readiness assessments 

  • Cutover planning and deployment activities 

  • Support Go/No-Go readiness reviews and post-implementation stabilization efforts. 

Organizational Change Management 

  • Partner with business leaders to prepare operational teams for new processes and technologies. 

  • Coordinate training initiatives, knowledge transfer, and end-user readiness programs. 

  • Support adoption strategies and transition planning activities. 

  • Ensure operational workflows align with future-state system capabilities. 

Required Qualifications 

  • Bachelor’s degree in Information Systems, Computer Science, Business Administration, Public Administration, or related field. 

  • 10+ years of experience managing large-scale IT modernization, digital transformation, or enterprise software implementation programs. 

  • Proven experience leading complex, multi-vendor technology initiatives. 

  • Strong knowledge of Agile, Hybrid, and Iterative project delivery methodologies. 

  • Experience managing system development, testing, deployment, data migration, and operational readiness activities. 

  • Strong stakeholder management and executive communication skills. 

  • Experience with risk management, governance processes, and program reporting. 

Preferred Qualifications 

  • Experience supporting government, public sector, workforce, human services, or benefits administration modernization initiatives. 

  • Familiarity with compliance, certification, and regulatory readiness processes. 

  • Experience implementing cloud-based enterprise platforms. 

  • Experience working within public-sector governance structures. 

  • PMP, PMI-ACP, or equivalent project management certification. 

  • PgMP certification strongly preferred.
