Summary

We are seeking a seasoned Functional Analyst to optimize business processes, bridge the gap between business needs and technical execution, and help drive the success of critical tolling technical assets.

Position Details:

Position: Tolling Business Analyst 4
Location: Mechanicsville, VA (Must be able to travel to Richmond, VA for equipment pickup and occasional meetings)
Work Arrangement: Hybrid (Local candidates strongly preferred)
Interview Process: Virtual via Webcam (Candidates must also be comfortable with an in-person interview if requested)

Key Responsibilities:

Requirement Elaboration: Translate complex business strategies into actionable Epics, Features, and User Stories.
Process Modeling: Create process flows, context diagrams, and data flow diagrams to map out "as-is" and "to-be" systems.
Backlog Management: Partner with Product Owners to groom, organize, and maintain Product and Sprint backlogs using Scrum methodologies.
Testing & UAT: Define test objectives, write test cases, execute regression testing, and facilitate User Acceptance Testing (UAT).

What You Bring (Core Requirements):

Enterprise Data: 8+ years of advanced understanding of enterprise data management concepts and tools.
Systems Analysis: 8+ years of experience delivering high-quality business and systems analysis artifacts.
Agile/Scrum Expertise: 5+ years of experience working as an Agile BA, managing backlogs, and writing acceptance criteria.
BPM Tools & Documentation: Deep proficiency in Business Process Management (BPM) concepts, process modeling, and MS Visio.
Communication: Exceptional written and verbal communication skills to manage relationships between technical teams and executive stakeholders.

Preferred (Bonus Points):

Experience using Azure DevOps for agile work tracking.
Certifications such as CBAP, PMI-PBA, or PMI-ACP.
