Core Responsibilities
Financial Accounting (FI)
- Configure and support General Ledger, Accounts Payable, and Accounts Receivable aligned to the U.S. Standard General Ledger (USSGL).
- Support period-end and year-end close, reconciliations, and Treasury reporting (GTAS, FACTS II, DATA Act).
- Map legacy chart of accounts and financial structures to the new system.
Bill to Collect (B2C), Finance Side
- Support receivables, cash application, dunning, and collections within the B2C process.
- Ensure billing postings flow correctly to the GL, FM, and CO, including revenue recognition and intragovernmental transactions (IPAC).
- Resolve receivables and cash reconciliation issues during testing and hypercare.
Program Delivery
- Participate in discovery, requirements gathering, and fit-gap analysis.
- Produce functional specifications, configuration workbooks, and test scripts.
- Support data conversion and migration from the legacy system, including validation of balances.
- Support system integration testing, UAT, and operational testing with the independent test agent and government stakeholders.
- Support cutover, go-live, and hypercare, including parallel operations during phased Component transitions.
- Provide training and knowledge transfer to Component finance staff.
- Support audit readiness, internal controls, and compliance (OMB A-123, FFMIA, ICOFR requirements).
- Coordinate with SD/OTC, ABAP, Basis, security, interface, and reporting teams.
Area of Depth (Candidate Must Demonstrate Expertise in at Least One)
Funds Management (FM)
- Configure federal FM structures: funds, funds centers, commitment items, appropriations, and availability control.
- Support commitment, obligation, expenditure, and payment tracking, and budget execution and apportionment.
Asset Accounting (AA)
- Configure asset classes, depreciation areas, and capitalization rules per SFFAS.
- Support acquisition, transfer, retirement, and construction in progress (AuC) settlement.
- Support reconciliation of the asset subledger to the GL and integration with procurement and property systems.
Controlling (CO)
- Configure cost centers, internal orders, profit centers, and WBS elements.
- Support allocations, settlements, and management and cost reporting.
Required Qualifications
- Bachelor's degree in Accounting, Finance, Information Systems, or related field (or equivalent experience).
- 7+ years of hands-on SAP FICO experience, including at least one full-lifecycle implementation.
- Strong FI configuration experience, including GL and AR.
- Deep hands-on configuration experience in at least one of FM, AA, or CO (as described above).
- Working knowledge of the finance side of billing and receivables processes.
- Knowledge of federal financial management: USSGL, appropriations, and funds control.
- Experience on federal or public sector SAP projects.
- Strong communication skills and comfort working with government stakeholders.
- U.S. citizenship and ability to obtain clearance.
Preferred Qualifications
- Working knowledge of the other FICO areas (FM, AA, CO) beyond the primary specialty.
- SAP S/4HANA Finance or Public Sector implementation experience.
- Experience with B2C or federal reimbursable and intragovernmental billing processes.
- Prior Federal financial system modernization experience.
- Data migration experience from legacy federal financial systems.
- SAP certification in Financial Accounting, Management Accounting, or S/4HANA Finance.
- Familiarity with Fiori and embedded analytics.
- Experience with Agile or hybrid delivery in a federal environment.
