Senior Project Manager Financial & Revenue Systems Implementation

We are seeking a seasoned, hands-on Senior Project Manager to lead the planning and implementation of a complex, high-risk Revenue Life Cycle Replacement System. This high-visibility role involves managing multiple workstreams, third-party vendors, and internal IT/business teams.

Role Logistics

• Location: Richmond, VA, 23219 (Local candidates highly preferred)
• Work Arrangement: Hybrid (2 days/week on-site). Remote exceptions may be considered only for exceptional candidates with all desired skills clearly detailed on their resume.
• Interview Process: Both webcam and in-person interviews

Key Responsibilities

• Drive consistent delivery through the entire project lifecycle (scoping, procurement, execution, and transition).
• Lead the discovery and documentation of business and technical requirements for solution proposals.
• Monitor third-party vendor progress using clear metrics and manage stakeholder relationships.
• Track budgets, develop schedules, and mitigate technical/non-technical risks.

Core Requirements (Must-Have)

• Active PMP Certification (Mandatory verification required).
• 10+ Years of experience in:
  • Agile & Waterfall methodologies (Scrum, Kanban, etc.).
  • SDLC models and technical translation across forums.
  • Leading business & IT resources through RFP/RFI/RFQ discovery.
• 5+ Years of experience managing large programs with multiple workstreams and third-party vendors.

Highly Desired Skills

• State governance compliance (High-Category State Project Management governance).
