Location: Jacksonville, FL
Salary: $95,000 - $105,000

We are seeking an experienced Estimator with a strong background in heavy civil construction and/or water and wastewater treatment plant projects. This is an excellent opportunity for an analytical, detail-oriented construction professional who thrives in a collaborative environment and enjoys working on complex infrastructure projects.

The Estimator will play a key role in preparing accurate and competitive estimates to support the successful pursuit of civil infrastructure, water/wastewater, underground utility, and related construction projects.

What You'll Do

Estimating & Bidding

  • Prepare detailed and accurate cost estimates for water/wastewater treatment facilities, yard piping, underground utilities, and related civil and structural scopes.
  • Participate in all aspects of the estimating process, including preconstruction activities and bid production.
  • Identify and evaluate bidding opportunities through RFP analysis, market research, and project requirements.
  • Review plans, specifications, and bid documents to determine project scope, production rates, and potential cost risks.
  • Attend pre-bid meetings and jobsite visits to evaluate existing conditions and constructability.

Cost Analysis & Takeoffs

  • Perform detailed quantity takeoffs and solicit vendor and subcontractor pricing.
  • Develop estimates for mechanical/process equipment, concrete structures, underground utilities, and other heavy civil scopes.
  • Analyze geotechnical and structural information to develop accurate production, labor, and equipment assumptions.
  • Define labor, material, equipment, subcontractor, and general condition requirements.
  • Conduct value-engineering exercises to identify cost savings and constructability improvements.

Collaboration & Project Support

  • Present detailed estimates and project narratives for internal review.
  • Partner with Project Managers, Superintendents, and operations teams to validate construction methods, productivity, and cost assumptions.
  • Coordinate with vendors and subcontractors to ensure competitive, complete, and accurate proposals.
  • Support junior estimating staff and assist with mentoring and knowledge sharing as needed.

Continuous Improvement

  • Maintain current knowledge of industry standards, bid requirements, and construction best practices.
  • Analyze historical cost data and incorporate lessons learned into future estimates.
  • Work closely with operations and finance teams to improve production rates, estimating consistency, and job costing.
  • Maintain professional and productive relationships with clients, subcontractors, vendors, and internal teams.

What We're Looking For

Experience & Education

  • Minimum of 3 years of estimating experience within heavy civil construction, water/wastewater treatment plant construction, or a related industry.
  • Experience working in public and/or private bid environments.
  • Strong understanding of project risk, cost drivers, and construction estimating principles.
  • Knowledge of civil, structural, mechanical, and process construction methods and practices.
  • Strong mathematical and analytical skills with the ability to perform detailed quantity calculations and cost modeling.
  • Ability to read and interpret civil, mechanical, and structural drawings, specifications, bid documents, and geotechnical information.
  • Familiarity with municipal, utility authority, DOT, or other public infrastructure bidding practices is preferred.
  • Bachelor's degree in Construction Management, Civil Engineering, or a related field preferred.

Technical Skills

  • Proficiency with Microsoft Office, particularly Excel and Word.
  • Experience with construction estimating and project management software such as HCSS HeavyBid, Bid2Win, Bluebeam, PlanSwift, Primavera P6, Procore, or similar platforms.
  • Strong communication, organization, and time-management skills.
  • Ability to manage multiple priorities and deadlines in a fast-paced environment.
  • Collaborative mindset with the ability to work effectively across estimating, operations, and field teams.

  • Base Salary: $95,000 - $105,000, depending on experience

Location & Travel

  • Projects may be located throughout the surrounding region.
