Mobile Application Developer
Location: Hybrid (Candidates must be local to Austin, TX)

Role Overview
We are seeking an experienced Mobile Application Developer to support the development of a complex business mobile application for the Texas Parks and Wildlife Department (TPWD). The selected consultant will work closely with team leads, developers, analysts, and project managers to analyze system requirements, design application functionality, and ensure that the application aligns with business needs and technical specifications.
This role involves translating complex program and data requirements into system solutions, validating system functionality, and ensuring applications meet accessibility and compliance standards. The developer will collaborate with cross-functional teams to build and support enterprise-level mobile applications that support the agency’s education systems and programs.
The ideal candidate will have strong experience in mobile application development using .NET technologies, working in Agile environments, and integrating systems using REST APIs and enterprise development tools.
Key Responsibilities
· Review and evaluate business systems and user requirements to design effective technical solutions
· Translate program and data requirements into system and technical specifications
· Design and develop mobile application functionality aligned with enterprise standards and project objectives
· Collaborate with developers, architects, analysts, and project managers to support application development initiatives
· Develop new applications or enhance existing systems to meet program requirements
· Debug and resolve application issues reported during development and testing phases
· Perform developer testing to ensure application functionality and system requirements are met
· Consume REST API endpoints and integrate services within the application architecture
· Ensure applications meet accessibility standards and compliance requirements
· Participate in Agile development processes including sprint planning and development cycles
· Maintain and manage source code using Git-based version control systems
· Write and maintain SQL queries for relational databases supporting application data needs
· Identify opportunities for process improvement and apply technology solutions to streamline workflows
· Document system functionalities, user requirements, and technical specifications
· Conduct solution analysis including cost-benefit analysis, ROI assessment, and build-vs-buy evaluations
· Maintain effective working relationships with cross-functional teams and stakeholders
Required Skills & Qualifications
· 7+ years of experience reviewing and interpreting system requirements
· 7+ years of experience designing application layout and functionality
· 7+ years of experience developing applications using Agile methodologies and timelines
· 7+ years of experience performing developer testing for completed work
· 5+ years of experience debugging application issues and resolving defects
· 5+ years of experience developing applications using .NET, C#, Xamarin, with knowledge of MAUI
· 5+ years of experience working with Git-based version control systems (e.g., GitLab)
· 5+ years of experience working within project teams using Waterfall and Agile methodologies
· 5+ years of experience ensuring applications meet basic accessibility and compliance standards
· 5+ years of experience maintaining effective working relationships within technical teams
· 5+ years of experience consuming REST service endpoints
· 3+ years of experience writing SQL queries in relational databases
Preferred Qualifications (Plusses)
· Experience working with a State of Texas Agency
· Experience managing multiple development tasks and priorities within project timelines
· Strong written and verbal communication skills across cross-functional teams
· Experience supporting accessibility and compliance standards in mobile applications
· Experience working in enterprise or public sector technology environments
