Job Description 

COPA EPLC – AWS Data Architect (Data Migration)

This role supports the EPLC project for the Commonwealth of Pennsylvania (COPA). COPA

is modernizing their Licensing and Permitting system, which will leverage a Salesforce front

end and an AWS backend. The AWS backend will have multiple AWS services including

data storage and data lake services, API services, and reporting services.

The AWS Data Architect will be responsible for defining and governing the overall data

architecture required to support migration of legacy systems into the AWS PLC Data Layer.

This role will lead data mapping, transformation design, and migration patterns to ensure

data migration solutions are scalable, repeatable, and aligned with AWS best practices and

program requirements.

Key Responsibilities:

* Define AWS data architecture and migration patterns for ingesting data from source

systems (e.g., Oracle, CSV) into AWS (S3, data lake, Aurora).

* Lead data mapping and design activities including source-to-target mappings,

transformation rules, and canonical data model development.

* Establish reusable ingestion and transformation patterns leveraging AWS services

such as S3, Glue, and Aurora.

* Define data quality and validation approaches including row reconciliation,

referential integrity, and business rule validation.

* Collaborate with stakeholders to evaluate architecture decisions, tradeoffs, and

performance considerations.

* Work closely with database engineers, data engineers, and SMEs to support

migration build, testing, and cutover readiness.

* Document data architecture, migration patterns, and process flows in alignment

with project standards.

* Ensure alignment to data governance requirements including classification, access

control, and metadata standards.

* Provide architectural guidance and resolve data design issues during migration

execution.

Required Skills & Attributes:

* 7+ years of experience in data architecture, data migration, or data platform design.

* Strong experience with AWS data services including S3, Glue, and Aurora/RDS.

* Strong experience with data modeling (conceptual, logical, physical) and canonical

data model design.

* Experience designing data migration patterns, ingestion pipelines, and

transformation logic.

* Experience implementing data validation and reconciliation strategies.

* Experience with legacy-to-cloud data migration (Oracle or similar).

* Previous experience delivering cloud-based solutions with cross-functional teams.

* Previous experience creating architecture documentation including diagrams and

process flows.

Nice to have:

* Experience with AWS Database Migration Service (DMS) and Schema Conversion

Tool (SCT).

* Experience with Salesforce data integration patterns (external ID loads, CSV/JDBC).

* AWS certifications (Solutions Architect, Data Engineer, etc.)
