We are seeking an experienced Task Order Manager to oversee and execute technical support for the Electro-Optic Support Facility (EOSF) at MCSC Quantico. This role involves managing electro-optical system testing, maintenance, and operational support for a range of optical systems, ensuring compliance with DoD security and performance standards. The position supports quarterly testing cycles (approximately two systems per quarter, each involving multiple tests) and requires coordination with government personnel for inventory, documentation, and evaluations. This is a key personnel role in a level-of-effort task order focused on logistics and technical integration for Marine Corps systems.
Key Responsibilities
  • On-Site EOSF Support: Conduct electro-optical system testing, surveillance, troubleshooting, and maintenance for day optical systems, image intensification systems, laser systems, and thermal systems at the EOSF facility in Quantico, VA.
  • Maintenance and Inventory Control: Perform maintenance management, ensure proper accountability and documentation of all equipment within the EOSF, and maintain inventory control. Update and follow Standard Operating Procedures (SOPs) for facility operations.
  • Test Plan and Method Development: Develop test plans and methods for optical systems; upkeep test equipment to ensure operational readiness.
  • Technical Analysis and Data Processing: Analyze test results, process testing data, and provide technical insights. Participate in limited user evaluations to assess system performance.
  • Logistics and Shipping Support: Coordinate government shipping of equipment to and from the EOSF, ensuring secure and timely transport in compliance with DoD regulations.
  • Security and Compliance: Adhere to National Industrial Security Program Operating Manual (NISPOM, DoD 5220.22-M) and other directives (e.g., SECNAV M-5510.36). Report any security incidents and maintain SECRET-level handling protocols.
  • Quarterly Testing Cycle: Manage testing of approximately two systems every quarter, each consisting of several tests, ensuring minimal disruption and high-quality outputs.
Required Qualifications
  • Experience:
    • 5+ years in task order management for DoD contracts, with direct experience in electro-optical systems testing and maintenance.
    • Proven expertise in optical systems (day optics, image intensification, lasers, thermals), including troubleshooting, test plan development, and data analysis.
    • Familiarity with MCSC or similar DoD facilities; experience managing quarterly testing cycles and inventory accountability.
  • Skills and Competencies:
    • Strong project management skills for oversight of technical tasks, including scheduling and risk mitigation.
    • Proficiency in technical analysis, data processing, and SOP maintenance.
    • Ability to handle logistics (e.g., shipping coordination) and user evaluations.
    • Excellent communication for reporting and collaboration with government stakeholders.
