Overview

Tactica Solutions, LLC is seeking an experienced and qualified Project Manager for a Systems Engineering & Technical Assistance (SETA) contract supporting the U.S. Army Space and Missile Defense Command (USASMDC) Office of the Deputy Chief of Staff, G?4 for installation logistics and explosive hazard management operations on U.S. Army Garrison Kwajalein Atoll (USAG?KA), Republic of the Marshall Islands. The Project Manager will oversee a Munitions and Explosives of Concern (MEC) and Material Potentially Presenting an Explosive Hazard (MPPEH) assessment and clearance program supporting construction, infrastructure, and emergency response activities across Kwajalein Atoll.

Duties and Responsibilities:
  • Serve as primary point of contact with Government stakeholders including the Contracting Officer (KO) and Contracting Officer Representative (COR).
  • Provide overall leadership and management for MEC/MPPEH assessment and clearance operations across USAG?KA defense sites.
  • Plan and coordinate mobilization, staffing, logistics, and operational support for UXO/MEC teams.
  • Oversee field activities including anomaly avoidance, construction support, UXO response, and demolition operations.
  • Ensure compliance with applicable DoD and Army regulations including EM 385?1?1, EM 385?1?97, and DDESB Technical Paper 18.
  • Oversee development and implementation of Work Plans, Accident Prevention Plans, Site Safety and Health Plans, and Quality Control Plans.
  • Coordinate with installation leadership to align field operations with mission requirements and construction schedules.
  • Supervise multidisciplinary teams including UXO Supervisors, UXO Safety Officers, and technical personnel.
  • Support and coordinate activities with active?duty Explosive Ordnance Disposal (EOD) teams when required.
  • Ensure required contract deliverables such as monthly status reports, daily reports, and site?specific final reports are completed.
  • Maintain documentation and tracking of MEC/MPPEH items encountered, managed, and disposed of during operations.


Responsibilities

Knowledge, Skills, and Abilities:
  • In-depth knowledge of Army and Joint Air and Missile Defense systems (e.g. Patriot, THAAD, IFPC, C-RAM), associated C2 systems (e.g. IBCS, AMDWS), and their role within the Joint Integrated Air and Missile Defense architecture.
  • Extensive experience in military operations, with a strong background in Air Defense Artillery, Command and Control, or a related operational field.
  • Expert understanding of Joint and Army Air and Missile Defense doctrine, tactics, techniques, procedures, and operational planning processes.
  • Deep, current knowledge of the global air and missile threat environment, including adversary capabilities and tactics.
  • Exceptional skill in translating technical constraints and capabilities into operational risks and opportunities for senior leaders.
  • Comprehensive knowledge of military data links (e.g. Link 16) message standards, and network protocols.
  • Familiarity with cybersecurity principles, information assurance, and Risk Management Framework.
  • Ability to lead and manage complex technical projects and multidisciplinary teams.
  • Exceptional analytical and problem-solving skills, with the ability to diagnose and resolve complex issues.
  • Strong written and verbal communication skills for technical reporting, project coordination, and briefing senior military and civilian leadership.
  • Ability to inspire teams, drive consensus, and make critical decisions under pressure.
  • Commitment to supporting the warfighter and the national security mission.
  • Capacity to thrive in a rapidly evolving technological and operational environment.
  • Meticulous approach to planning, documentation, and execution.
  • Possesses the composure and resilience to lead through complex and stressful operational scenarios.
  • Ability to achieve and maintain a Secret security clearance.

Preferred Qualifications:
  • Project Management Professional (PMP) certification.
  • Graduate of military education programs such as the Command and General Staff College or equivalent.
  • Prior experience supporting U.S. Army installations or missile test sites.
  • Experience supporting air and missile defense maintenance and logistics.
  • 15+ years of prior military experience in the 14/140 military occupational series.
  • Previous overseas or remote site operational experience.
  • Eligibility for Top Secret/SCI clearance

Job Location: Kwajalein Atoll

Physical Requirements

Work may involve sitting or standing for extended periods of time. Position may require typing and reading from a computer screen. Must have sufficient mobility, including but not limited to bending, reaching, and kneeling to complete daily duties in a timely and efficient manner. May include lifting weight up to thirty (30) pounds as necessary.
