ECS is seeking a Senior Analyst to support the Department of Homeland Security (DHS) Office of the Chief Information Officer (OCIO). This role is instrumental in driving IT modernization and knowledge management initiatives at DHS Headquarters. They will analyze and document business and system processes, design and implement KM frameworks, and identify opportunities for improvement and modernization. The ideal candidate demonstrates strong organizational, communication, and analytical skills, and is adept at collaborating with both technical and business stakeholders.
Key Responsibilities: - Strategy & Governance: Design and implement knowledge management frameworks, taxonomies, and content lifecycle policies (Knowledge-Centered Services/KCS).
- Content Management: Create, review, and maintain high-quality knowledge-based articles, SOPs, and documentation.
- System Optimization: Configure and maintain KM platforms (e.g., SharePoint, ServiceNow) to improve searchability and user experience.
- Stakeholder Collaboration: Work with cross-functional teams to identify knowledge gaps, capture tacit knowledge, and promote best practices.
- Compliance & Analytics: Ensure data compliance with legal standards; analyze usage metrics to evaluate KM effectiveness.
- Requirements Gathering: Lead collaborative sessions with IT and business stakeholders to gather and document requirements for new systems and solutions.
- Process Improvement: Collaborate with IT partners at DHS to assess the current IT landscape and identify process improvement opportunities.
- Architecture & Documentation: Develop architectural diagrams illustrating current and future state systems; prepare presentation materials for technical and non-technical stakeholders.
- Analysis: Conduct requirements and comparative analyses to identify process gaps and improvement areas.
- Agile Facilitation: Facilitate Agile ceremonies, including daily scrums, sprint planning, sprint reviews, and retrospectives.
- Project Tracking: Develop and maintain Jira boards to provide program leadership and team members with clear visibility into project progress and outstanding tasks.
Salary Range: 100,000-125,000

Required Skills - Must be able to obtain a Public Trust Clearance.
- Bachelor's Degree in Information Technology Management or related field.
- 5+ years of experience in knowledge management, IT service management, management consulting, or systems analysis/design for information systems.
- Experience leading system modernization, migration, and organization-wide initiatives.
- Proficiency with platforms such as SharePoint, ServiceNow, or other content management systems.
- Strong writing, organizational, communication, analytical, and problem-solving skills.
- Experience in project management and strategic planning.
- Ability to communicate complex policy or technical information to varied audiences.
- Ability to work independently and collaboratively within a team.
- Analytical skills to analyze data compliance and policy requirements.
- Experience with MS Office Suite, SharePoint Designer, or HTML5.
- Understanding of KCS, ITIL, and data governance standards.
- Bachelor's Degree in Information Technology Management or related field.
Desired Skills - Existing Public Trust clearance preferred.
- Prior experience supporting Federal clients (DHS experience highly valued).
- Working knowledge of change management and project management best practices.
- Ability to facilitate consensus among stakeholders with differing perspectives.
- Project Management Professional (PMP) certification.
- Agile certifications (CSM, PSM, etc.).
- Understanding of cloud technologies (AWS/Azure) and their impact on system architecture and modernization (AWS or Azure certifications a plus).
- Experience with Atlassian tools (Jira, Confluence).
