Description

SAIC is seeking an experienced Sr. Systems Engineer to provide guidance, mentorship, and subject-matter expertise in requirements development and management during the Technology Maturation and Risk Reduction (TMRR) phase for the Submarine-Launched Cruise Missile-Nuclear (SLCM-N) weapon system.

JOB DESCRIPTION:

This role focuses on advising and assisting program stakeholders and engineering teams in the establishment and refinement of the system requirements baseline to ensure successful transition from Milestone A to Milestone B. The selected individual will collaborate closely with government stakeholders, contractors, and Integrated Product Teams (IPTs) to mature system requirements, allocate them to subsystems, and establish traceability across the program. Additionally, the role includes providing mentorship and leadership to junior team members engaged in requirements development efforts.

This position is based in Washington, D.C. and offers an exciting opportunity to contribute to the maturation of a critical strategic defense program.

JOB RESPONSIBLITIES:

Requirements Development and Baseline Assistance
  • Advise and assist in the development and validation of the System Requirements Specification (SyRS), ensuring it aligns with mission needs as defined in the Capability Development Document (CDD) and Initial Capabilities Document (ICD).
  • Provide input and technical expertise to support requirements decomposition, ensuring higher-level mission needs are translated into actionable functional and performance specifications.
  • Assist in the establishment of the Functional Baseline, ensuring that it reflects achievable and measurable system and subsystem requirements.
  • Support the allocation of system requirements to subsystems, components, and interfaces and ensure all elements are traceable and verifiable.

Requirements Management and Traceability
  • Provide technical guidance in the development and maintenance of the Requirements Traceability Matrix (RTM), ensuring comprehensive traceability from operational needs to technical specifications.
  • Assist in the configuration and management of requirements using tools such as DOORS, Cameo Systems Modeler, or equivalent platforms.
  • Support resolution of gaps, ambiguities, or conflicts in requirements by engaging with stakeholders and engineering teams.

Key Reviews and Decision Support
  • Collaborate with stakeholders to prepare for and participate in key milestone reviews, including the System Requirements Review (SRR) and Preliminary Design Review (PDR).
  • Assist in the development of documentation, readiness assessments, and technical reports for leadership to support acquisition decision-making.
  • Provide advice and input for trade studies and feasibility assessments to confirm that system requirements support programmatic goals related to schedule, cost, and performance.

Mentorship and Leadership in Requirements Efforts
  • Provide mentorship and guidance to junior engineers and analysts supporting requirements definition and allocation efforts.
  • Offer leadership in best practices for requirements engineering, including traceability, decomposition, and alignment with system design.
  • Promote knowledge sharing and collaboration across the program team to improve the effectiveness of requirements-related activities.

Stakeholder Collaboration and Coordination
  • Assist in fostering collaboration between government program offices, industry partners, and end-users, ensuring stakeholder inputs are incorporated into requirements activities.
  • Support Integrated Product Teams (IPTs) in aligning system architecture activities with the program's evolving requirements.
  • Contribute to requirements-related updates and presentations for senior government stakeholders and acquisition leadership.

Qualifications

REQUIRED EDUCATION AND EXPERIENCE:

Education
  • Bachelor's degree in Systems Engineering, Mechanical Engineering, Electrical Engineering, Information Systems, or a related technical field.
  • Master's degree preferred.

Experience
  • Minimum of 6+ years of experience.
  • Significant experience in systems engineering or requirements development within the defense acquisition lifecycle, with strong emphasis on TMRR activities.
  • Demonstrated experience supporting requirements development, allocation, and validation during the Technology Maturation and Risk Reduction (TMRR) phase of DoD programs.
  • Familiarity with establishing and managing the Functional Baseline and the supporting artifacts needed for Milestone B readiness.
  • Expertise in requirements management tools, such as DOORS, Cameo Systems Modeler, or similar platforms.
  • In-depth knowledge of the DoD acquisition framework, particularly the processes and deliverables required between Milestones A and B.

Skills
  • Strong analytical and problem-solving skills related to requirements challenges associated with complex weapon systems.
  • Ability to advise and assist in resolving stakeholder concerns and technical gaps through effective communication and technical expertise.
  • Proven ability to document and present requirements analyses and recommendations for decision-makers.
  • Strong interpersonal and teamwork skills with a focus on mentoring junior personnel and promoting collaboration across multidisciplinary teams.

Clearance
  • Interim secret clearance to start with the ability to obtain a top secret clearance. SAIC will sponsor the clearance process.

PREFERRED EXPERIENCE:
  • Experience working with strategic missile systems, particularly submarine-launched platforms, or similar defense systems.
  • Background in supporting agencies such as U.S. Navy Strategic Systems Programs (SSP), OSD, or analogous DoD acquisition offices.
  • Certification: INCOSE Certified Systems Engineering Professional (CSEP) or DAU/APDP Level III in Systems Engineering.
  • Direct experience preparing for and participating in SRRs and PDRs.
  • Active DoD Secret clearance

Target salary range: $120,001 - $160,000. The estimate displayed represents the typical salary range for this position based on experience and other factors.
