Role Overview
We are seeking an EMS Subject Matter Expert (SME) and Quality Assurance Lead. This role is for an individual motivated by variety in a challenging environment for professional growth. The position involves managing large information technology projects for a utility client. The ideal candidate has deep technical expertise with OSI Monarch Test Tools, EMS interface connections (including ICCP), and experience with CAISO or other markets.
Technical Responsibilities
- Perform all technical activities required to support and execute the OSI Monarch EMS upgrade, including installation, configuration, migration, testing, and post-cutover support.
- Independently or with client assistance, perform system configuration and development tasks for the upgrade and related projects.
- Troubleshoot, diagnose, and remediate technical issues or defects identified during the upgrade lifecycle.
- Assist in preparing and maintaining technical documentation, including test plans, defect reports, and configuration records.
- Assist in upgrading all custom applications, ensuring compatibility and seamless integration with the updated Monarch environment.
Quality Assurance Responsibilities
- Assist the client in conducting testing activities across all stages (Pre-FAT, FAT, SAT) to ensure stability.
- Create, execute, and lead detailed test plans.
- Assist in developing and maintaining the comprehensive Quality Management Plan (QMP).
- Help identify, log, and track defects, ensuring timely remediation and regression testing.
- Execute test scenarios and validate outcomes.
- Generate testing reports and document results across all testing phases.
Required Qualifications
EMS SCADA Domain Expertise:- Bachelor's Degree in a related field. Additional years of experience may be considered in lieu of a degree.
- A minimum of 5 years of SCADA experience is required; 10+ years is preferred, specifically with OSI Monarch systems.
- Hands-on experience and understanding of Electric Utility Control Center Operations.
- Working experience with power system operations, real-time applications, and EMS architecture.
- Working knowledge of real-time databases, ICCP, utility communications, and standard RTU protocols (DNP3, Modbus).
- Familiarity working in NERC CIP-regulated environments.
OSI Monarch Platform Expertise:- A minimum of 5 years of hands-on experience with OSI Monarch system architecture and applications.
- Demonstrated proficiency with OSI Monarch EMS and GMS modules including A OpenNet, State Estimation, and Contingency Analysis.
- Experience fully implementing at least one OSI Monarch upgrade within the last 5 years.
- Expertise in Ambient Adjusted Ratings methodology and OpenAAR configuration, or the ability to quickly learn this technology.
- Working understanding of OpenHIS (PostgreSQL), OpenIA environments, and Oracle database structures.
- Hands-on experience with OpenCALC, LPMD, SQL, and Linux shell scripting.
Quality Assurance Skills:- Demonstrated experience developing comprehensive test plans for EMS environments and applications.
- Proven ability to lead, execute, and document testing activities for upgraded EMS systems.
- Hands-on experience executing/leading FAT (Factory Acceptance Testing) and SAT (Site Acceptance Testing).
- Experience performing point-to-point validation of field devices and data mappings.
- Hands-on experience using OSI Monarch test tools for system validation and troubleshooting.
Leadership Skills:- Ability to communicate clearly with dispatchers, engineers, IT teams, and project management.
- Strong written and verbal communication skills.
- Demonstrated ability to operate independently, take initiative, and drive tasks forward with minimal supervision.
- This is a hands-on role requiring active participation in project work, including testing, documentation, and troubleshooting.
Preferred Qualifications
- Experience working with CAISO or other ISO/RTO data interfaces; WEIM integration experience is desirable.
- Comfortable navigating and operating in both Windows and Linux environments.
- Knowledge of RTUs, Digis, and Map Board/Sentinel devices.
- Experience with SEL RTAC.
- Exposure to ADMS, DERMS, or Distribution Automation systems.
- Experience with EIDE/EITK and related controllers.
