Business Analyst

Location & Work Arrangement

• City, State: Richmond, VA
• Work Arrangement: Hybrid (2-3 days per week onsite required).
• Interview Mode: Virtual/Web-based to start; the manager reserves the right to request a follow-up In-Person interview if necessary.
• Shift: Monday Friday, EST.

Key Responsibilities

System Assessment & Threat Identification

• Conduct comprehensive reviews of data source systems (including state-specific systems like WAMS and CONNECT).
• Perform threat assessments by reviewing training materials, shadowing users, and conducting source system table analysis.
• Synthesize and prioritize threats to data validity (note: security-based threats are excluded from this scope).

Data Analysis & Technical Review

• Analyze structured and unstructured data across various repositories.
• Utilize MS Excel, Power Query, and data warehouse capabilities to evaluate system problems.
• Design and test standards and solutions to improve data procedures and processes.

Stakeholder Engagement & Reporting

• Conduct subject matter expert (SME) and stakeholder interviews to gather requirements.
• Translate complex technical issues into "plain language" for program personnel and executive leadership.
• Present actionable findings and mitigation strategies to management and executive audiences.

Required Skills & Experience

Preferred Qualifications

• Public Sector: Experience working in state government or large public-sector organizations.
• Healthcare Data: Familiarity with behavioral health or human services data systems.
• Risk Assessment: Prior experience conducting threat or risk assessments for data systems.
• Technical Tools: Knowledge of SQL and experience with system modernization or data improvement initiatives.
• Education: Master's in Business Administration (IT concentration) or a Bachelor's in Computer Science/IT.
