Job Title: HCM Cluster Lead (Oracle HCM Cloud)

Position Summary

We are seeking an experienced HCM Cluster Lead to oversee the implementation, support, and optimization of Oracle HCM Cloud modules. This role will lead multiple functional tracks including HCM Core, Payroll, Benefits, Time & Labor, Absence/OTL, and Oracle Recruiting Cloud (ORC), ensuring seamless integration and alignment with business objectives. The ideal candidate will bring strong functional expertise, leadership capabilities, and experience managing large-scale HCM programs.

Key Responsibilities

Cluster Leadership

• Lead end-to-end delivery of Oracle HCM Cloud modules across multiple functional areas.

• Act as the primary point of contact for HCM-related programs and stakeholders.

• Ensure alignment of HCM solutions with business requirements and compliance standards.

• Drive best practices, governance, and standardization across modules.

HCM Core

• Manage core HR functionalities including workforce structures, person management, and security.

• Ensure data integrity and compliance with HR policies.

HCM Project Management (PM)

• Plan, execute, and monitor HCM implementation projects.

• Manage scope, timelines, risks, and stakeholder communication.

• Ensure delivery using Agile or Waterfall methodologies.

Absence & OTL (Oracle Time and Labor) Lead

• Configure and manage absence plans, accruals, and leave policies.

• Oversee time tracking, scheduling, and compliance rules.

• Ensure accurate integration with Payroll.

Benefits

• Manage benefits configuration, eligibility rules, and enrollment processes.

• Ensure compliance with organizational policies and regulations.

Payroll

• Oversee payroll processing, validations, and reporting.

• Ensure compliance with statutory and regulatory requirements.

• Coordinate with Finance and HR teams for accurate payroll execution.

Time & Labor

• Manage time entry, approval workflows, and labor costing.

• Ensure seamless integration with Absence and Payroll modules.

Oracle Recruiting Cloud (ORC)

• Lead implementation and support of recruitment processes including requisitions, candidate management, and onboarding.

• Optimize hiring workflows and improve candidate experience.

Required Qualifications

• Bachelor s degree in HR, Information Systems, Business Administration, or related field.

• 10+ years of experience in HCM implementations, with at least 5+ years in Oracle HCM Cloud.

• Strong expertise across multiple HCM modules:

  • Core HR

  • Payroll

  • Benefits

  • Time & Labor / Absence

  • Oracle Recruiting Cloud (ORC)

• Proven experience in leading large HCM programs or clusters.

• Strong understanding of HR processes, compliance, and data governance.

• Experience with integration, reporting, and data migration.

• Excellent leadership, communication, and stakeholder management skills.

Preferred Qualifications

• Oracle HCM Cloud certifications.

• Experience in public sector or large enterprise implementations.

• Knowledge of Fast Formulas, HDL, HCM Extracts, and BI reporting.

• Familiarity with global payroll and multi-country implementations.
