Job Title: Project Manager / Scrum Master

Location: Lincoln, NE (Hybrid)

Duration: Contract To Hire

Job Description:

Seeking a dedicated IT Project Manager / Scrum Master who can perform project management and business analysis. This position will join Information Technology Project Portfolio Management Office (PPMO) team and help manage IT projects from initiation through closure.

Under general direction, this position is responsible for planning, directing, and coordinating project management activities for designated projects, ensuring goals and objectives are accomplished within prescribed timeframes and requirements. This role requires excellent relationship building, leadership, and client management skills, as well as a deep understanding of project management tools and approaches for managing complex projects.

Key Responsibilities
  • Coordinate and complete projects on time, within budget, and within scope
  • Oversee all aspects of projects
  • Set deadlines, assign responsibilities, and monitor and summarize project progress
  • Prepare status and portfolio reports for upper management
  • Work directly with clients to ensure deliverables fall within approved scope and budget
  • Lead and direct the work of others
  • Report to the Lead IT Project Manager
  • Perform a variety of tasks with a wide degree of creativity and latitude


Required Qualifications
  • Bachelor's degree or Technical degree in Computer Science, Software Development, or Project Management (or equivalent combination of education and minimum 5+ years of Project Management experience)
  • Minimum 2+ years of experience managing projects or software development utilizing Agile SDLC
  • Minimum 5 years of project management experience


Required Skills and Experience:

Project Management & Leadership
  • Proven working experience in project management
  • Ability to lead project teams of various sizes through completion
  • Strong understanding of formal project management methodologies such as PMI
  • Experience as an IT Project Manager or ERP Project Manager
  • Leading the process to complete project charters and obtain necessary approvals
  • Creating and publishing project documents including project scope, schedule, business requirements, risk assessments, responses, and time estimates
  • Determining resources required to accomplish project objectives
  • Controlling project scope, changes, schedule, and status reporting
  • Managing stakeholder expectations, project risks, and issue resolution
  • Facilitating project closeout activities such as lessons learned and customer feedback

Business Analysis & Process Management
  • Develop requirement specifications, business cases, functional specifications, process models, and state transition models
  • Define project scope, goals, and deliverables in collaboration with senior management and stakeholders
  • Perform gap analysis to compare solutions against stakeholder requirements
  • Conduct vendor product evaluations
  • Enhance capabilities by ensuring solutions are clearly understood and properly leveraged
  • Capture business requirements and assist with design and development
  • Perform analysis and document process flows
  • Perform Process Flow Analysis of existing systems and applications

Communication & Soft Skills
  • Strong soft skills with the ability to empower, motivate, and influence without direct authority
  • Excellent client facing and internal communication skills
  • Excellent written and verbal communication skills
  • Extremely detail oriented
  • Solid organizational skills with strong attention to detail and multitasking ability

Technical Skills
  • Strong working knowledge of Microsoft Office
  • Experience with Azure DevOps to create product backlogs, user stories, and tasks
  • Understand and perform QA/QC functions and potentially lead QA/QC activities
  • Experience supporting Department of Transportation, Highway Safety, Traffic Safety, or Financial systems

Preferences
  • Experience with all aspects of project management
  • Experience with Agile development utilizing SCRUM
  • Experience working with developers and end users
  • Project Management certification (desired, not required)
  • Perform or assist with testing as needed
  • Experience with Web Services and Windows Services
  • Experience using Microsoft SQL Server
  • Experience with CICS
  • Experience handling multiple projects

Technology Environment
  • Utilizes Agile development methodology
  • Web applications are built using MVC architecture with MSF C#.NET, HTML, JavaScript, CSS, and XML
  • Maintains legacy systems built using COBOL, CICS, and DB2 Z/OS
