Job Description: Project Overview: We are seeking a dedicated IT Project Manager / Scrum Master to join the Information Technology Project Portfolio Management Office (PPMO). In this dual role, you will champion Agile methodologies while driving project management and business analysis activities from initiation to closure. You will collaborate closely with cross-functional teams to deliver impactful solutions for transportation, highway safety, and financial systems.
Key Responsibilities:
· Plan, direct, and coordinate complex IT project activities to ensure scope, schedule, and budget goals are achieved.
· Lead Agile development processes, utilizing tools like Azure DevOps to manage product backlogs, user stories, and tasks.
· Develop detailed requirement specifications, business cases, process flows, and state transition models.
· Oversee execution of project tasks, proactively solving slippage or constraints, and controlling project scope and change requests.
· Facilitate stakeholder meetings, manage expectations, and conduct closeout activities including lessons learned.
· Understand and execute QA/QC functions, potentially guiding others in testing activities.
Required Skills & Qualifications:
· Bachelor''''s or Technical degree in Computer Science, Software Development, Project Management (or equivalent combination of education and experience).
· 5+ years of proven IT or ERP project management experience.
· 2+ years of experience managing software development projects utilizing Agile SDLC.
· Strong understanding of formal project management methodologies (such as PMI).
· Expert proficiency in Microsoft Office.
· Demonstrated capability in Data Analysis and business requirement gathering.
· Excellent written, verbal, and client-facing communication skills with a detail-oriented approach.
Preferred Skills:
· Project Management certification (PMP, CSM, etc.).
· Familiarity with Web Services, Windows Services, and XMLSchema.
· Experience handling database environments including Microsoft SQL Server, DB2, and Microsoft Access.
· Familiarity with legacy systems (COBOL, CICS, DB2 Z/OS) and modern MVC applications (C#.NET, HTML, JavaScript).
Work Environment: This is a Hybrid role requiring candidates to reside locally and work onsite two days per week. In-person interviews are strictly required.
