Summary

Job Description

The Project Manager II is an Information Technology (IT) position responsible for managing components of highly complex and visible projects and/or program initiatives. The selected candidate will follow project management methodologies and governance processes to deliver project work products on time and within budget.

The Project Manager II will collaborate with end users and key stakeholders to provide project status updates and gather business requirements, work closely with vendors on implementation and delivery of contract deliverables, and coordinate with internal IT teams. This role is responsible for maintaining project timelines across multiple initiatives while proactively identifying, managing, and mitigating project risks and issues.

The ideal candidate must possess strong communication, leadership, stakeholder management, and project delivery skills with experience managing Enterprise Systems Integration projects and SAP-related initiatives.

 

Key Responsibilities

  • Manage components of highly complex and visible IT projects and program initiatives.
  • Follow established project management methodologies and governance processes.
  • Collaborate with business users, stakeholders, vendors, and internal IT teams throughout the project lifecycle.
  • Manage and maintain project timelines for multiple concurrent projects.
  • Identify, document, manage, and mitigate project risks and issues.
  • Drive Enterprise Systems Integration projects from implementation through delivery acceptance and project closure.
  • Prepare and present executive-level project communications and status reports.
  • Create and maintain project artifacts including:
  • Project Timeline
  • Risk & Issue Log
  • Communication Plan
  • Stakeholder Register
  • Project Status Reports
  • Manage project scope while optimizing schedules, budgets, and resources.
  • Coordinate with partner, and third-party project deliverables.
  • Serve as the counterpart to vendor program leadership and act as the escalation point for service delivery activities.
  • Facilitate collaboration between business and technical teams to develop technical specifications and supporting documentation.
  • Gather business requirements and educate business units on standardized processes.
  • Facilitate meetings with executive leadership, internal teams, external vendors, and stakeholders.
  • Demonstrate strong written and verbal communication skills.
  • Apply creative problem-solving techniques to resolve project challenges.
  • Function as a hands-on project manager overseeing multiple initiatives simultaneously.
  • Leverage AI-enabled tools and automation to improve project planning, scheduling, reporting, risk management, stakeholder engagement, and delivery outcomes while ensuring appropriate governance, security, quality, and human oversight.

 

Minimum Qualifications

  • 7+ years of experience managing all phases of large and complex technical projects.
  • 7+ years of experience creating and maintaining project artifacts including Project Timeline, Risk & Issue Log, Communication Plan, Stakeholder Register, and related documentation.
  • 7+ years of experience with general IT Software Development Life Cycle (SDLC) processes.
  • 7+ years of experience identifying and managing project risks and issues.
  • 7+ years of experience creating and presenting executive-level project communications.
  • 7+ years of experience gathering business requirements from business divisions.
  • 7+ years of experience educating business unit staff on standardized processes.
  • 7+ years of experience communicating effectively with peers, business users, and executive leadership.
  • 7+ years of experience facilitating large group meetings involving internal and external stakeholders.
  • 7+ years of experience collaborating with technical and functional teams to develop technical specifications and supporting documentation.
  • 5+ years of experience implementing Enterprise Systems Integration projects.
  • Experience working with SAP.
  • Experience mediating business units with conflicting requirements.
  • Experience managing third-party vendor implementation projects through delivery acceptance and project closure.

 

Preferred Qualifications

  • 4+ years of experience working with one or more Texas State Government agencies.
  • CBAP and/or PMP Certification preferred.
  • Demonstrated experience leveraging AI-enabled tools and automation to improve project planning, scheduling, reporting, risk management, stakeholder engagement, and delivery outcomes while ensuring appropriate governance, security, quality, and human oversight.
