The Work

The Network Systems Manager is a senior-level professional responsible for planning, directing, and coordinating the design, implementation, operation, and maintenance of an organization's network infrastructure. This role encompasses oversight of both local and wide area networks (LAN/WAN), network security, wireless technologies, communication hardware and software, and all associated staff and contractors. The Network Systems Manager ensures the integrity, reliability, and security of network operations to support critical mission requirements and compliance with applicable federal regulations and policies.

Responsibilities

  • Provide leadership and oversight of Network Services operations, including WAN, LAN, wireless, SD-WAN, and network security platforms
  • Oversee daily operational activities, including incident management, problem resolution, and service availability
  • Serve as escalation point for high-priority network and infrastructure issues
  • Coordinate and prioritize workload across Network Services teams, including infrastructure and security-focused functions
  • Support ongoing and planned initiatives, including:
  • SD-WAN implementation and optimization
  • Network monitoring and observability tools (e.g., ThousandEyes, AppDynamics)
  • Security integrations (e.g., Secure Workload, NGFW, identity services)
  • Provide vendor coordination and oversight for network-related services and contracts
  • Ensure compliance with Agency security standards, policies, and regulatory requirements
  • Participate in change management processes and ensure proper documentation and approvals
  • Collaborate with Infrastructure Engineering, Data Center, Telecom, and Security teams to support cross-functional initiatives
  • Provide status reporting, risk identification, and mitigation planning to leadership
  • Maintain documentation of network architecture, processes, and operational procedures
  • Support knowledge transfer and continuity planning for the return of the permanent Network Services Manager
  • Other duties as assigned .


Qualifications

  • Minimum of seven (7) years' experience performing supervisory/management work including

providing clear direction to subordinates; promoting teamwork and motivating others to accomplish

goals.
  • Must be able to pass a background check. May require additional background checks as required by projects and/or clients at any time during employment.

Minimum Skills:
  • Exceptional interpersonal skills with the ability to communicate in a clear, professional, and articulate manner.
  • Exceptional verbal and written communication skills.
  • Excellent organizational, analytical, and problem-solving skills with high-level attention to detail.
  • Ability to analyze systems and procedures
  • Strong multitasking skills with the ability to manage multiple design streams across concurrent work effort.
  • Must be self-motivated and able to work well independently as well as on a multi-functional team.
  • Ability to handle sensitive and confidential information appropriately.



Desired Qualifications:
  • Minimum of seven (7) years of experience with administration, maintenance, and design of Cisco VoIP

solutions required.
  • Minimum of five (5) years of experience managing a networking team in a highly complex environment.
  • Minimum of five (5) years of experience implementing and supporting a 24x7x365 network, voice, and

video environment

Working Conditions
  • Professional office environment, with the ability to work onsite in the main office.
  • Must reside in the Austin area.
  • Must be physically and mentally able to perform duties extended periods of time.
  • Ability to use a computer and other office productivity tools with sufficient speed to meet the demands of this position.
  • Must be able to establish a productive and professional workspace.
  • Must be able to sit for long periods of time looking at computer screen.
  • May be asked to work a flexible schedule which may include holidays.
  • May be asked to travel for business or professional development purposes.
  • May be asked to work hours outside of normal business hours.
  • Travel costs, per diem, and other related expenses must be pre-approved in compliance with State of Texas travel guidelines.
