General Requirements:

• The Consultant shall furnish all the necessary services, qualified personnel, material, equipment, and facilities, not otherwise provided by the Government as needed to perform the Statement of Work.

• This acquisition fits in NITAAC CIO-SP3 Small Business Task Area 5: IT Operations and Maintenance.

• The objective of Task Area 5 is to support the operation and maintenance of IT systems, keeping IT systems viable with supported business releases or off-the-shelf applications software upgrades.

• Operations and maintenance on IT systems shall include all software and hardware associated with mainframes, client/server, web-based applications, and networking.

• A comprehensive, but not limited, sampling of work to be performed under this task area are IT infrastructure optimization, operational support, system management, software maintenance and upgrades, backup and recovery management, data quality and validation management, continuous service improvement, monitoring for security vulnerabilities and providing necessary software updates.

• The Consultant shall provide adequate personnel and hardware resources to ensure the reliable operation, performance, maintenance, and administration of the IT infrastructure on a day- to-day basis.

• Information technology using Internet Protocol must include appropriate technical capabilities.

• The Consultant shall include a Transition In plan to seamlessly transition the infrastructure ensuring no disruptions to mission critical operations and a Transition Out plan.

Specific Requirements:

• The Consultant shall provide the services and resources necessary to accomplish the tasks and deliverables described in this PWS to support the client's Biospecimen Database and Web Portal.

• These include project management, technical support of stakeholders, training and communication with client's program staff, security maintenance, optimization of the database, and continuous improvement of the search engine, request fulfillment workflows and all processes.

• The infrastructure is a flexible resource that is expected to expand in the number of specimen records, complexity of the types of data stored, including 3D and 2D images, and in the number of users and BTRs.

Minimum Education Required:

• A minimum of four years of work experience in a related field + Certification(s) in a project management methodology.
