HYBRID: Will work ONSITE two days per week and this role has to potential to convert to a full-time, in-office role.
Seeking a dedicated IT Project Manager/Scrum Master who can perform project management and business analysis. This position would join Information Technology Project Portfolio Management Office (PPMO) team in helping to manage IT projects from initiation to closure. Responsible for planning, directing and coordinating project management activities of designated project(s) ensuring that the goals and objectives of the project(s) are accomplished within the prescribed timeframe and requirements.
RESPONSIBILITIES INCLUDE:
Project management responsibilities, include the coordination and completion of projects on time within budget and within scope
Work directly with clients to ensure deliverables fall within the applicable scope and budget.
Set deadlines, assign responsibilities and monitor and summarize progress of project.
Prepare reports for project portfolio and upper management regarding status of project.
Oversee execution of project tasks, monitoring performance and solving project slippage and/or constraints in timely manner
Managing stakeholder expectations, project risks and solving problems
Controlling project scope and changes, schedule, and status reporting
Facilitate close-out activities like lessons learned and customer feedback
Lead process to complete project charter and obtain necessary approvals
Environment: Web applications are built in MVC pattern with MSF C#.NET, HTML, JavaScript, CSS and XML which interact with the Department's Information Systems.
Environment: A number of legacy systems built using COBOL, CICS and DB2 Z/OS.
REQUIRED SKILLS/EXPERIENCE:
** Project Manager MUST be able to work onsite and remotely when required (LOCAL CANDIDATES ONLY)
** MUST BE ABLE TO INTERVIEW ONSITE **
PROJECT MANAGEMENT:
5+ years as a IT Project Manager, defining project scope, project plans, schedules, reports, risk and budgets.
2+ years of experience in managing projects/software development, utilizing Agile SDLC.
Created and executed project plans for communication, change control, quality and risk control, and specific coordination of activities.
Led project teams of various sizes through end to end projects.
Worked with project management methodologies, AGILE, SCRUM, Waterfall etc.
Created/Published project documents, including project scope, project schedule, risk assessment and response, and time estimates
Conducting or participating in stakeholder meetings
FUNCTIONAL EXPERIENCE:
Experience with Azure DevOps to create product backlogs, user stories & tasks
Perform gap analysis to compare solutions against stakeholder requirement.
Conduct vendor product evaluations.
Develop business requirements specifications, business cases, functional specifications, and process models
Perform analysis and document process flows.
Understand and perform QA/QC functions as well as potentially lead others in QA/QC activities.
Capture business requirements and assist with design and development.
Perform Process Flow Analysis of existing systems/applications.
OTHER REQUIRED SKILLS:
Experience supporting Department of Transportation / Highway Safety / Traffic Safety / and/or Financial systems.
Excellent written and verbal communication skills
Strong soft skills with a distinctive ability to empower, motivate and influence others without authority or a direct reporting relationship.
Strong working using Microsoft Office - Word, Excel, PowerPoint and Outlook
Preferred Qualifications:
PMP Certified
Experience with Agile development utilizing SCRUM.
Experience working with Developers and end users
Perform or assist with testing as needed.
Experience with Web Services and Windows Services.
Experience using Microsoft SQL Server
Experience with CICS.
Experience handling multiple projects.
Utilized Agile development methodology.
