Summary

Department Marketing Statement:

Washington Metro Transit Authority is seeking an IT Business Analyst to bridge the gap and to act as a liaison between IT teams and business units, assists in developing IT business strategies.

The incumbent will have strong problem-solving, data analysis, and critical thinking abilities, excellent interpersonal, written, and verbal communication skills to liaise between technical and non-technical teams.

MINIMUM QUALIFICATIONS

Education
  • A Bachelors degree in Information Systems, Computer Science, Business or a related field

Experience
  • Five (5) years of professional experience as a Business Analyst using process documentation and requirements tools (such as UML, use case diagrams, flow diagrams, etc.). Experience using SDLC tools for tracking requirements/user stories, test cases, change requests and defects. At least two (2) years of experience in a senior role on a complex web application development project. Three (3) years of experience creating end user documentation for complex web-based applications. Experience must include having responsibility for the entire business analysis function for complex web, mobile or client application development projects.

Certification/Licensure
  • CBAP Certification Or
  • PMP Certification Or
  • PBA Certification

Preferred Experience
  • Experienced working in a fast-paced environment

SUMMARY

The Information Technology Business Analyst job is a professional, technical and administrative position in which the employee gathers, analyzes, and documents requirements to transform into actionable system specifications and solutions to business system problems. The incumbent acts as the liaison between Information Technology (IT) and other departments, completes business case justifications and communications in support of projects. The Analyst acts as a subject matter expert and reviews project team documents including, but not limited to, application specifications and project plans. The incumbent performs business process and data analysis to establish the context for software development, validation and deployment of the new or revised software design.

ESSENTIAL FUNCTIONS
  • Gathers, documents, analyzes and presents business, functional, non-functional, procedural and process requirements for existing or future systems, including the creation of detailed use cases and screen flow sequence diagrams using Visio or similar tools. This includes specifying customer needs and project resources technical direction for software design, development, validation and deployment.
  • Leads the analysis of business processes and concept of operations for web-based, client-based and mobile applications. Documents the context for software development, validation and deployment of the software design.
  • Conducts discovery meetings and consults with end users to uncover all details needed to create complete requirements, processes, policies and training methods.
  • Prepares detailed user interface design specifications to establish the design and context for software development and the user interface direction and needs.
  • Prepares detailed test strategies, plans and cases, participates in application testing, and supports User Acceptance Testing (UAT). Validates and captures test results based on the documented functional specifications.
  • Prepares and maintains end user documentation, training materials and training plans. Provides end users with guidance and instructions on how to use the application and its full functionality.
  • Consults on business issues, needs and design considerations, and examines root cause analysis of issues. Supports and assists the design and functional teams in determining solutions.

OTHER FUNCTIONS
  • Assists with updates to project documentation such as project charters, project management plans, project schedules, close out documentation and weekly project updates.
