Senior Technical Proposal Writer

Satsyil Corp is seeking an experienced, onsite Senior Technical Proposal Writer to develop high-quality, compliant proposal content for federal Government opportunities. This role partners closely with capture leads, solution architects, subject matter experts (SMEs), and graphic designers to translate complex technical concepts into clear, compelling, and evaluator-focused proposal narratives and visuals — from initial solutioning through final submission.

Proposal Content Development

•        Develop and write technical, management, past performance, and other proposal content for federal opportunities.

•        Analyze RFPs, PWSs/SOWs, evaluation criteria, and customer requirements to develop compliant and responsive proposal content.

•        Interview technical and program SMEs and translate complex concepts into clear, compelling, evaluator-focused proposal narratives.

•        Research technical concepts and incorporate findings into proposal responses.

•        Ensure proposal responses are clear and logically structured, concise within page limits while retaining technical depth, technically accurate in articulating Satsyil Corp's solution, and visually engaging.

Solutioning & Capture Support

•        Lead or play a significant role in technical solution development, solutioning sessions, and capture activities for federal opportunities.

•        Collaborate with capture leads, solution architects, and technical SMEs to develop technical approaches, solution concepts, discriminators, value propositions, win themes, and customer benefits.

•        Participate in solutioning sessions and contribute innovative approaches for presenting technical solutions visually.

Past Performance & Content Management

•        Research, develop, and tailor past performance and corporate experience narratives to specific solicitation requirements.

•        Identify relevant proof points, metrics, accomplishments, and lessons learned that strengthen proposal responses.

•        Maintain and improve reusable proposal, past performance, and technical content.

•        Work with program managers on a set schedule to update the past performance library and ensure it remains current and accurate.

Proposal Graphics & Visual Strategy

•        Lead and support development of proposal graphics that clearly communicate technical concepts and discriminators, including Concept of Operations (ConOps) diagrams, process flows and workflows, architecture diagrams, and tables, infographics, and visual summaries.

•        Partner closely with SMEs, capture managers, and graphic designers to conceptualize, design, and format visuals that strengthen proposal messaging and improve evaluator comprehension.

•        Serve as a key contributor to visual strategy, ensuring graphics are integrated into the narrative and aligned with win themes.

•        Translate SME input into both written content and visually compelling formats, including infographics and structured layouts.

Quality Review & Final Submission

•        Support proposal reviews (e.g., Pink, Red, and Gold Team reviews) and improve content for compliance, clarity, consistency, technical accuracy, and persuasiveness.

•        Perform final edit on all proposals prior to submission.

•        Bachelor's degree in English, Communications, Journalism, Technical Writing, or a related field, or equivalent professional experience.

•        7+ years of experience writing and developing proposals for federal Government opportunities.

•        Demonstrated experience across the full proposal lifecycle, including RFP/RFQ/RFI analysis, compliance matrices, and structured proposal methodologies (e.g., Shipley).

•        Strong writing, editing, and storytelling skills, with the ability to translate complex technical concepts into clear, evaluator-focused narratives.

•        Experience developing or directing proposal graphics, such as ConOps diagrams, process flows, and architecture diagrams.

•        Ability to work onsite and manage multiple concurrent proposal deadlines in a fast-paced environment.

•        Shipley Associates proposal writing training or certification.

•        Experience supporting IT, data, or professional services federal contracts.

•        Familiarity with graphic design and layout tools (e.g., Adobe InDesign, Illustrator, Visio, PowerPoint) or experience directing graphic designers.
