The Engineering Technician serves as a team member in the Projects Section responsible for the VA Southern Nevada Healthcare System (VASNHS) Construction Program consisting of Major, Minor, Clinical Specific Initiative, and Non-Recurring Maintenance projects. The projects require development, design, coordination and management from the original concept to completion.

Duties

Help

The Engineering Technician develops programmatic review standards and project related policies and procedures to establish and maintain a system to insure adequate controls are in place on project designs and construction contracts to ensure compliance with accepted standards and codes, and that costs are contained. Coordinate, prepare, and transmit all general or summary project reports such as the weekly status report and progress reports. Schedules and hold weekly project meeting with the Contracting staff.

Major duties include but not limited to:

  • Develop accurate plans and specifications for all types of projects of varying complexity which require the application of a thorough knowledge of all technical standards, methods for accomplishing work, and a thorough understanding of the application of engineering techniques, standards, and practices.
  • The Contracting Officer's Representative (COR) and Resident Engineer on projects assigned to ensure full compliance with contract requirements.
  • Maintain assigned Computer Aided Design (CAD) based as-built drawings, AEMS/MERS databases, and corresponding sections of the Medical Center space survey.
  • Prepares and maintains broad and complex architectural, mechanical, electrical, structural, civil and related drawings and plans according to established guidelines, using a variety of computer based techniques, including scanning, hand digitizing, direct file transfer (DXF), and use of highly specialized CAD graphic programs.
  • Plans workload, prepares reports, handles administrative work associated with projects and other technical issues and assists.
  • Perform other duties as assigned.

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 07/06/2026.

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-10. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.

Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.

You may qualify based on your experience and/or education as described below:

  • Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-10 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Technical work in drafting, surveying construction estimating, physical science, mathematics, aerospace, architecture, chemicals, electrical or mechanical systems, mining, petroleum, or nuclear systems.

Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.

Receiving Service Credit for Earning Annual (Vacation) Leave: Federal Employees earn annual leave at a rate (4, 6 or 8 hours per pay period) which is based on the number of years they have served as a Federal employee.
