Job Title : Senior Data Scientist / Software Developer (NLP & Machine Learning)

Position Overview
The client is seeking a highly skilled Data Scientist / Software Developer to support a proof-of-concept (POC) initiative focused on enhancing the child welfare intake process through advanced technologies, including Natural Language Processing (NLP) and Machine Learning (ML).
This role plays a critical part in demonstrating how modern data science and AI-driven solutions can improve decision-making, optimize resource allocation, and ultimately enhance outcomes for at-risk children. The selected candidate will collaborate closely with State stakeholders and cross-functional technical teams to design, develop, and validate innovative solutions.
Key Responsibilities
1. Current State Analysis & Discovery
Collaborate with MDCPS stakeholders and project teams to gain a deep understanding of the existing intake process, workflows, and outcomes
Analyze how intake data informs decision-making and resource allocation
Identify process inefficiencies, gaps, and opportunities for improvement through workshops, interviews, and discovery sessions
Evaluate and document internal data sources currently used within the intake process
2. Solution Design & Innovation
Design and propose an enhanced intake process leveraging NLP and machine learning techniques
Develop data-driven approaches to improve child outcomes while optimizing resource utilization
Quantify the potential impact of proposed solutions using measurable performance indicators
3. Data Strategy & Future-State Planning
Assess how future changes to MDCPS core systems may impact data availability and structure
Identify and map anticipated changes in data sources
Adapt solution design to ensure scalability and compatibility with evolving data environments
4. Architecture & Design Reviews
Conduct both preliminary and final design reviews of the proposed solution
Present expected outcomes, assumptions, and differences observed in the proof-of-concept
Ensure data privacy and security, particularly when leveraging Large Language Models (LLMs)
Identify and validate data sources for the POC; propose alternative strategies if State data is unavailable
5. Proof-of-Concept Development & Implementation
Design and develop a working prototype demonstrating the proposed solution
Establish data hosting mechanisms (State-provided, simulated, or alternative datasets)
Build the solution using technologies such as Python, Java, C++, SQL, and modern frameworks
Utilize databases such as PostgreSQL or equivalent
Integrate data pipelines and ensure seamless interaction between models and data sources
Perform rigorous testing to validate functionality, performance, and reliability
Evaluate and demonstrate the projected impact on child outcomes and State resource utilization
6. Stakeholder Engagement & Demonstration
Conduct conference room pilot demonstrations (3–4 days) showcasing the solution
Provide stakeholders with hands-on experience using the prototype
Facilitate feedback sessions and refine the solution based on stakeholder input
Deliver one-on-one demonstrations to validate effectiveness and usability
7. Agile Delivery & Collaboration
Actively participate in Agile/Scrum processes, including sprint planning, reviews, and retrospectives
Collaborate with cross-functional teams to ensure timely and high-quality delivery
Maintain clear and comprehensive technical documentation
Required Qualifications
Bachelor’s or Master’s degree in Computer Science, Engineering, Physics, or a related field
Experience supporting U.S. Federal Government data science programs, including environments requiring TS/SCI clearance
Proven experience developing custom AI/ML solutions from the ground up, including NLP and LLM-based systems
Minimum 2+ years of hands-on experience designing and implementing machine learning models using first-principles approaches (not solely pre-built libraries)
Strong academic foundation in:
Technical Skills
Programming: Python, Java, C++, SQL
Web/Frameworks: React, Next.js, Node.js
Databases: PostgreSQL, MySQL, SQL Server
Cloud Platforms: AWS (preferred)
Experience deploying ML models in pilot or production environments
Additional Skills & Competencies
Strong understanding of model validation, evaluation metrics, and performance tuning
Experience delivering solutions in public sector or regulated environments
Ability to communicate complex technical concepts to both technical and non-technical stakeholders
Strong analytical, problem-solving, and critical-thinking skills
