Technical Business Analyst (Explicitly technical — SDD ownership, SQL, API specs with 13/+ Years of minimum

Client is seeking a Technical Business Analyst with strong system design and data analysis capabilities to support the CurRent NYC initiative — a large-scale platform modernizing how HRA manages rental assistance programs including CityFHEPS. This is a technically demanding BA role that sits at the intersection of business requirements and system architecture, requiring someone who can not only gather and document requirements but also produce System Design Documentation that development teams consume directly to build and enhance the CurRent City Portal and Landlord Portal.

This is not a traditional BA role. The ideal candidate writes SQL, understands data flows and system architecture, produces SDDs, and can bridge the gap between business stakeholders and technical development teams with precision.


What You''ll Do

Requirements & Documentation

  • Gather, analyze, and document comprehensive business and technical requirements through stakeholder interviews, JAD sessions, and cross-functional workshops with HRA business owners, developers, and QA teams
  • Produce BRDs, FRDs, SRS documents, and Requirements Traceability Matrices (RTMs) ensuring all requirements are clearly defined, traceable, and testable
  • Translate complex business needs into detailed functional and technical specifications maintained in Azure DevOps throughout all Agile sprint cycles

System Design Documentation

  • Own the creation of System Design Documents (SDDs) that developers use directly to build and enhance CurRent portal functionalities — including data flows, integration touchpoints, API specifications, business logic, and functional architecture
  • Document current-state and future-state system architecture, interface dependencies, data exchange specifications, and transformation rules across all CurRent integrated systems
  • Produce data flow diagrams (DFDs), process flow diagrams, BPMN workflows, sequence diagrams, and entity relationship diagrams (ERDs) aligned to technical implementation requirements
  • Define API payload specifications, JSON/XML schemas, endpoint behaviors, and integration contracts for development and QA teams

Data Analysis & SQL

  • Write complex SQL queries to perform data validation, reconciliation, root cause analysis, and backend data investigation across CurRent databases and integrated systems
  • Conduct source-to-target (S2T) data mapping, data profiling, and data quality validation to support system migrations, enhancements, and integration testing
  • Perform data analysis to identify gaps, anomalies, and discrepancies between systems — translating findings into actionable requirement updates and design decisions
  • Support ETL validation and pipeline testing using SQL to verify data accuracy across all processing stages

Gap Analysis & Impact Assessment

  • Conduct comprehensive gap analysis between current-state legacy workflows and future-state platform capabilities — documenting findings, root causes, and recommended design solutions
  • Perform system-level impact assessments documenting schema updates, interface changes, and data dependencies across all CurRent-integrated systems
  • Assess feasibility of proposed enhancements and produce structured feasibility documentation for stakeholder and architecture review

UAT & Quality

  • Design, plan, and coordinate end-to-end User Acceptance Testing — producing test scenarios, acceptance criteria, and traceability matrices aligned to documented requirements
  • Use SQL to validate UAT outcomes against expected database results — verifying data accuracy, system output integrity, and cross-system reconciliation
  • Coordinate defect triage, root cause analysis, and regression validation with development and QA teams through to production sign-off

Stakeholder Collaboration & Reporting

  • Liaise between HRA business stakeholders, development teams, and QA throughout the delivery lifecycle
  • Deliver management-level reporting and information dissemination artifacts providing program leadership with visibility into enhancement progress, risk items, and milestone status
  • Facilitate sprint ceremonies including backlog refinement, sprint planning, and sprint reviews in Azure DevOps

Required Skills

Technical BA & System Design — 5+ Years Each:

  • Writing System Design Documentation (SDDs) consumed directly by development teams
  • Producing BRDs, FRDs, SRS documents, DFDs, process flows, and BPMN diagrams
  • Requirements gathering, stakeholder workshops, and JAD session facilitation
  • Gap analysis, feasibility analysis, and system-level impact assessments
  • User Acceptance Testing coordination including SQL-based data validation

SQL & Data — 5+ Years:

  • Writing complex SQL queries — joins, subqueries, aggregations, window functions, stored procedures
  • Source-to-target data mapping, data profiling, and data quality validation
  • Backend data analysis, reconciliation, and defect investigation using SQL
  • ETL validation and pipeline testing

Tools & Methodology — 5+ Years:

  • Azure DevOps for requirements documentation, user stories, and sprint management
  • Agile/Scrum and iterative delivery methodologies
  • MS Visio, Lucidchart, or equivalent for system and process diagramming
  • API documentation tools — Postman, Swagger, or equivalent

Preferred Qualifications

  • Direct experience with NYC or NYS government agency systems — HRA, DSS, OTDA, or equivalent
  • Exposure to rental assistance, housing benefits, eligibility determination, or landlord payment systems
  • Experience with citizen-facing or landlord-facing self-service portal development
  • CBAP, CSM, or equivalent BA/Agile certification
  • Experience with electronic payment workflows — ACH, disbursement processing, payment enrollment
