Requirements & Solution Evaluation: Evaluate proposed solutions against documented business requirements, processes, constraints, and intended outcomes to identify gaps, impacts, dependencies, risks, and areas requiring further analysis or resolution. Ensure business needs remain connected to solution decisions throughout the project lifecycle.
Business Validation & UAT: Translate validated requirements and business processes into structured validation scenarios and test cases; coordinate business testers, schedules, and testing activities; support test execution; track validation results and defects; and maintain traceability between requirements, test outcomes, and stakeholder acceptance (including functional UAT, regression testing, business process validation, and data validation).
Readiness & Transition: Support business and operational readiness for application modernization, technology upgrades, infrastructure initiatives, and system migrations by identifying impacted applications, processes, stakeholders, and dependencies. Contribute to readiness assessments, cutover planning, communications, post-implementation validation, and transition activities.
Adoption Support: Assess user and stakeholder impacts and develop supporting materials when needed, including user documentation, job aids, training materials, release communications, and adoption resources.
Collaboration & Delivery: Independently advance assigned analysis activities, manage competing priorities, navigate ambiguity, identify gaps and risks, communicate issues proactively, and develop well-reasoned recommendations.
Serves as a Delivery & Validation Business Analyst within the PMO supporting application modernization, upgrades, migrations, infrastructure, and other technology initiatives.
Elicits, analyzes, validates, and documents business requirements, processes, workflows, business rules, and acceptance criteria.
Develops current-state and future-state documentation and performs gap, impact, dependency, and process analysis.
Evaluates proposed solutions against business requirements, processes, constraints, and intended outcomes and identifies gaps requiring resolution.
Maintains traceability between business requirements, solution decisions, validation activities, defects, changes, and stakeholder acceptance.

Developing current-state and future-state process documentation, gap analyses, business impact assessments, workflows, and other structured analysis artifacts.
Evaluating proposed technology solutions against business requirements, processes, constraints, and intended business outcomes.
Developing and coordinating UAT or other business validation activities, including requirements-based test scenarios, test case execution, defect management, traceability, and stakeholder acceptance.
Using Azure DevOps or comparable project/test-management tools to manage requirements, test cases, validation results, defects, and related delivery artifacts.
Supporting release readiness, application readiness, system migrations, production cutovers, regression validation, and post-implementation activities.
Supporting internally developed applications, including systems such as the Commission''s CAI system or InfoMap, or comparable regulatory or operational systems.
Supporting regulatory, compliance, or public-sector business processes, including documentation of statutory requirements, business rules, workflows, and operational procedures.
Producing clear, professional business and technical documentation and communicating complex information effectively to business and technical audiences.
Independently organizing work, managing competing priorities, identifying gaps and risks, taking ownership of assigned deliverables, and developing well-reasoned recommendations.
