The
Mid-Level Project Manager supports the Missile Defense Agency (MDA) on the Integrated Research and Development for Enterprise Solutions (IRES) contract directly supporting the Missile Defense Space Enterprise Architecture (MDSEA) team. The candidate is responsible for planning, executing, and closing IT projects within defined scope, budget, and timeline. This role requires strong self-direction, leadership, communication, and problem-solving skills to effectively manage project teams and stakeholders and delivered to meet or exceed expectations.
Key ResponsibilitiesProject Planning and Initiation:- Create and maintain project documentation and plans, to include project timelines, resource allocations, and budgets.
- Conduct feasibility studies and risk assessments to identify potential project challenges.
- Establish project governance and communication protocols.
Project Execution and Monitoring:- Agile Transformation: Guide and support the team in its adoption of Agile methodologies, facilitating a smooth transition and fostering an Agile mindset.
- Lead and manage project teams, providing guidance, motivation, and performance feedback.
- Coordinate and facilitate project meetings, ensuring clear communication and action items.
- Monitor project progress and performance against plan, identifying and addressing deviations.
- Create, manage, and update detailed project schedules.
- Track project budget and expenditures, ensuring adherence to financial guidelines.
- Manage project risks and issues, develop mitigation strategies and contingency plans.
- Utilize project management tools and methodologies (e.g., Agile, Waterfall) to effectively manage projects.
Stakeholder Management:- Communicate project status, risks, and issues to stakeholders on a regular basis.
- Manage stakeholder expectations and ensure alignment with project goals.
- Build and maintain strong relationships with stakeholders across the organization.
- Partner with matrixed resources to deliver results according to customer expectations and manage resources between functional teams to support shared resource needs.
Project Closure and Evaluation:- Ensure project deliverables are completed and meet quality standards.
- Conduct project closure activities, including documentation, knowledge transfer, and stakeholder sign-off.
- Evaluate project performance and identify lessons learned for future projects.
- Prepare and present project reports to management.
Other Responsibilities:- Financial Management: Apply Earned Value Management (EVM) principles to project execution and serve as a Cost Account Manager (CAM).
- Mentor and coach teams on project management principles and best practices, fostering a culture of continuous improvement and team empowerment.

Basic Requirements:- Must have 7, or more, years of general (full-time) work experience
- May be reduced with completion of advanced education
- Must have 5, or more, years of direct experience in project life cycle management in a dynamic environment, managing multiple projects concurrently.
- Must have experience creating, managing, and updating detailed schedules.
- Comfortable interacting with various levels of internal and external customers, including senior leadership and government partners.
- Must have experience leading project planning.
- Must have experience identifying, assessing, and mitigating project risks.
- Must have, or obtain, an active DoD Secret Security Clearance
Desired Requirements:- Have a PMP certification
- Have experience in IT project management
- Have Earned Value Management and Cost Account Manager (CAM) experience
- Have experience managing resources between functional teams while supporting shared resource needs.
- Have an understanding of Agile Methodologies.
