Role: Proposal Manager

Job Summary
We are seeking an experienced Proposal Manager to lead and manage the full federal proposal lifecycle for government contracts. This role is ideal for someone with strong experience supporting DoD and Intelligence Community (IC) opportunities, managing IDIQ task orders, and building scalable proposal processes. The successful candidate will work closely with Business Development, Capture, Recruiting, and Technical teams to deliver compliant, high-quality proposals while establishing best practices across the organization.
Key Responsibilities
Manage the end-to-end federal proposal process from opportunity qualification through submission.
Develop proposal schedules, compliance matrices, outlines, templates, and production plans.
Lead proposal writing, editing, coordination, and final submission activities.
Organize and facilitate color team reviews (Pink, Red, Gold, etc.) to improve proposal quality.
Build and maintain a centralized proposal content library, including resumes, past performance, templates, and reusable content.
Support capture planning, win strategies, and opportunity reviews with Business Development teams.
Ensure all proposals are compliant, accurate, and submitted on time.
Develop proposal metrics and continuously improve proposal processes and workflows.
Required Skills & Experience
Proven experience managing U.S. Federal Government proposals, particularly for DoD and Intelligence Community (IC) opportunities.
Experience responding to IDIQ task orders and competitive federal solicitations.
Strong proposal writing, editing, and document management skills.
Experience supporting or building proposal functions within a small or mid-sized federal contractor.
Knowledge of Shipley Proposal Methodology (certification strongly preferred).
Experience supporting SDVOSB or other federal small business proposal environments.
Ability to manage multiple proposal efforts simultaneously while meeting tight deadlines.
Strong communication, organizational, and project management skills.
Preferred Qualifications
Experience working with federal government contractors supporting defense or national security programs.
Background in capture management or business development support.
Experience implementing proposal libraries, templates, and standardized proposal processes.
Ability to work independently in a fast-paced, fully remote environment.
