Position Overview

We are seeking an experienced Strategic Project Manager to lead the modernization and replacement of a legacy probation case management system. This role serves as the bridge between technology, business operations, policy requirements, and end users, ensuring successful delivery of a large-scale enterprise transformation initiative.

The selected candidate will operate within a multi-layered governance structure, providing leadership across executive stakeholders, technology teams, business units, and external partners. This position requires strong expertise in enterprise program delivery, stakeholder management, change leadership, and governance oversight.

Project Overview

The current Case Management Information System supports statewide probation case management operations, including felony, juvenile, and misdemeanor case tracking. The modernization effort is a high-profile, multi-year initiative impacting probation departments across the state.

The new solution must maintain critical integrations with partner agencies while improving operational efficiency, reporting capabilities, and user experience. Success will be measured not only by system implementation but also by meaningful outcomes such as improved productivity, enhanced decision-making capabilities, and a better experience for both staff and system users.

Key Responsibilities

Strategic Leadership & Governance
  • Lead the end-to-end project lifecycle, including requirements gathering, procurement, solution selection, design, implementation, data migration, testing, deployment, and legacy system retirement.
  • Develop and manage project schedules, budgets, scope, governance frameworks, and benefits realization plans.
  • Align project execution with strategic business objectives and establish measurable success criteria.
  • Support executive leadership through governance reporting, decision-making materials, and escalation management.

Vendor & Procurement Management
  • Support procurement activities, including vendor solicitation, evaluation, selection, and contract execution.
  • Manage vendor performance and ensure accountability for quality, timelines, deliverables, and budget commitments.
  • Coordinate cross-functional teams to ensure successful vendor integration and project execution.

Compliance & Policy Alignment
  • Ensure system requirements align with applicable regulations, policies, standards, and operational mandates.
  • Partner with legal, policy, research, and business teams to support required reporting capabilities, assessments, and operational processes.
  • Maintain compliance throughout project planning and implementation phases.

Stakeholder Engagement & Change Management
  • Collaborate with executive leadership, operational teams, business stakeholders, and partner agencies to drive project success.
  • Facilitate user-centered design activities, including workshops, observations, feedback sessions, and user testing.
  • Lead organizational change management initiatives, including communication planning, readiness assessments, training programs, and adoption strategies.
  • Support implementation activities and ensure effective transition during go-live and post-deployment phases.

Risk, Quality & Delivery Management
  • Identify, assess, mitigate, and communicate project risks and issues.
  • Manage project quality standards and ensure business continuity throughout implementation and cutover activities.
  • Develop comprehensive deployment and transition plans to minimize operational disruption.
  • Provide regular executive status reporting and performance updates.

Required Qualifications
  • Bachelor's degree in Project Management, Information Systems, Business Administration, Public Administration, Criminal Justice, or a related field. Equivalent relevant experience may be considered in lieu of education.
  • Minimum 10 years of progressive project management experience.
  • At least 5 years of experience leading large-scale enterprise technology implementations involving multiple stakeholders and vendors.
  • Demonstrated success managing complex, multi-year programs and strategic initiatives.
  • Experience leading enterprise system replacement projects, including data migration and organizational change management.
  • Ability to successfully pass a background check.

Preferred Qualifications
  • PMP, PgMP, or equivalent project management certification.
  • Agile and Change Management certifications.
  • Experience utilizing Waterfall project management methodologies.
  • Experience operating within hybrid delivery environments that combine Waterfall governance and procurement controls with Agile execution.
  • Experience implementing enterprise case management or workflow platforms.
  • Familiarity with government, judicial, public-sector, or highly regulated environments.
  • Experience supporting integrated data exchange ecosystems across multiple organizations.
  • Experience implementing Commercial Off-The-Shelf (COTS) or configurable SaaS solutions.
